The completion of the first and second phases of the “Unified Register of Dubai Government Employees”

As part of its participation in GITEX Technology Week 2021, Dubai Digital revealed the latest developments in the “Unified Register of Dubai Government Employees” project, which it launched in cooperation with the Dubai Government Human Resources Department.

The project aims to enable the Dubai government to optimally invest in its human resources and develop competencies to meet the needs and aspirations of the smart city, by creating a network of interconnected and reliable data records for a sustainable and happy city.

The project comes as part of the "Dubai Records" initiative, which it launched in March 2020.

4 teams from four entities are participating in the project, working side by side in the spirit of one team. Upon completion of the project, the record includes data of more than 100 government agencies and data of more than 90,000 employees within the "Dubai Pulse" platform.

The record includes more than 60 data items and more than 90 items when the project is completed.

The project witnessed the organization of more than 240 workshops with the various parties involved in the project.

The project is divided into five phases, where the first includes 26 entities, the second includes 31 entities, and the third includes 8 entities.

As for the fourth phase, it will include 15 entities, and the fifth will include 29 entities.


Dubai Digital announced the completion of the first and second phases of the project, which included the data of 57 government agencies from the Dubai government, while it is currently working on the third and fourth phases of the project, which will include 23 government agencies, provided that the last phase of the project includes 29 entities, bringing the total agencies at the end of the project. The project is 109.

 The project's developments witnessed the launch of "Dubai Records", which includes general information used by government agencies in a unified format in official government forms, with the aim of unifying the government's discourse with customers. In addition to the launch of the "Dubai Human Resources Leadership Panel", which included the data of about 54,000 employees, and supports the achievement of many qualitative goals, most notably the process of leadership making sound decisions based on updated and reliable data.


In this project, records are linked between human resources in government agencies to achieve integration between these agencies in the process of providing a unified record for human resources, and consequently, the agencies provided their data for employees that were processed by the Dubai Data Corporation of the authority, and raised their quality to more than 95% .

The scope of application of the project includes all government agencies in the emirate, in addition to all data related to civil employees.

The unified record data elements include: personal data, job data, and data of work qualification and experience.

The quality levels for the data of the registry entities reached 98% as a completion rate for the data of the first-stage entities (the initial percentage is 67.98 percent), and 90% as the completion rate for the data of the second-stage entities (the initial percentage is 75.20%), and 99% as the percentage of data accuracy for the first and second-stage entities.
