China News Service, Beijing, October 19 (Li Jingze, Liang Xiaohui, Xie Yanbing) The third review of the Family Education Promotion Law was submitted to the 13th National People's Congress Standing Committee for deliberation on the 19th.

The third review of the draft pointed out that minors’ parents or other guardians should reasonably arrange time for minors to study, rest, entertainment, and physical exercise to avoid adding to minors’ learning burden and preventing minors from indulging in the Internet.

  In response to the fact that some parents have too high expectations for their underage children and impose excessive learning burdens, and some parents neglected to discipline their underage children’s addiction to the Internet, the third review of the draft made a legal response.

  The third review of the draft adds provisions that parents or other guardians of minors should reasonably arrange time for minors to study, rest, entertainment, and physical exercise to avoid increasing the burden of minors’ learning and preventing minors from indulging in the Internet.

  The third review of the draft pointed out that local people’s governments at or above the county level should take measures to reduce the burden of students’ homework and off-campus training during the compulsory education stage, unblock the communication channels between schools and families, and promote mutual cooperation between school education and family education.

  Some members of the Standing Committee and local committees pointed out that the family education of left-behind children and children in need is facing more difficulties, and more precise measures should be taken to increase support and provide more help to the families of these minors.

  In response to this, the third review of the draft adds provisions that the people's governments at the districted city, county, and township levels should take measures in accordance with local conditions to establish files for left-behind minors and families with distressed minors, and provide living assistance and entrepreneurship. Employment support and other services create conditions for the parents or other guardians of left-behind minors and minors in distress to carry out family education; education administrative departments and women’s federations shall take targeted measures to help minors left-behind and minors in distress. Parents or other guardians provide services for family education and guide them to actively pay attention to the physical and mental health of minors and strengthen family care.
