Deputy Prime Minister of Russia Tatyana Golikova, during a meeting of the Presidium of the Coordination Council under the government to combat the spread of COVID-19, proposed introducing non-working days throughout the country from October 30 to November 7 inclusive.

According to her, the situation with the spread of coronavirus infection in the country continues to deteriorate.

“It is proposed, first, to contact the President of the Russian Federation and introduce non-working days throughout the entire territory of the Russian Federation from October 30, 2021 to November 7, 2021, inclusive.

At the same time, for regions with a difficult epidemiological situation, provide for the possibility of introducing non-working days from this Saturday, October 23, 2021, ”Golikova said.

She also proposed introducing the admission of vaccinated and ill citizens to certain facilities only upon presentation of QR codes indicating vaccination or previous coronavirus infection.

In addition, the regions are recommended to transfer unvaccinated people over 60 to four weeks of remote work, as well as to provide employees with two days off for vaccination.

“It is necessary to ensure control over the observance of all restrictive measures - not only those that are traditionally taken, but also those that will be taken in the coming days,” the Deputy Prime Minister explained.

The initiative was supported by Prime Minister Mikhail Mishustin.

According to him, the proposed solutions are not easy, forced, but necessary.

“Taking into account today's discussion, I ask you, Tatyana Alekseevna, to summarize all the proposals that have been made and report back tomorrow at a meeting between the president and the government,” the head of the cabinet said.

Later, the presidential press secretary Dmitry Peskov commented on the proposed holiday initiative. 

“Of course, the president listens to reports from the headquarters, from the government, and as soon as he makes a decision, we will publish it,” a Kremlin spokesman said.

At the beginning of the meeting, Mikhail Mishustin noted that in recent weeks, the number of COVID-19 cases has been seriously increasing, as well as the burden on medical institutions.

According to him, it is very difficult for medical workers in Russia, who have been taking care of patients with covid for more than 1.5 years "practically without interruption." 

“It is important to direct all efforts to prevent the development of events to a critical point.

And stop the spread of the infection, ”said the Prime Minister of the Russian Federation.

Against this background, the government allocated another 68.6 billion rubles for special additional payments to doctors, nurses, paramedics, and ambulance drivers in contact with COVID-19 patients.

In turn, the chief sanitary doctor Anna Popova pointed out that the current epidemiological situation "does not allow to sway and think for a long time" about making or not making decisions, since "this certainly leads to a worsening of the epidemiological situation."

“Today we are in that phase of activity of the epidemiological process and in a situation when all the subjects of the Russian Federation are in the growth phase, practically at the same time,” she said.

As the head of Rospotrebnadzor pointed out, a clear increase in the incidence of coronavirus is observed in 72 constituent entities of the Russian Federation, and in six regions the situation is still stable, without significant dynamics.

“The increase in the incidence is observed in all age groups,” said Popova.

"And the greatest increase in the incidence of the last week is observed among school-age children and among adults over 60 years old."

At the same time, Minister of Health Mikhail Murashko stressed that the epidemiological process in the constituent entities of the Russian Federation "does not proceed symmetrically."

In particular, he drew attention to the tense situation in Udmurtia, Bashkortostan, Tatarstan, Perm Territory, Orenburg, Ivanovo and Tyumen regions.

The head of the Ministry of Health also said that the number of patients under medical supervision due to COVID-19 is 1.217 million and is close to the peak in 2020.

Over the past day, 33,740 new cases of COVID-19 have been identified in Russia, 23,426 patients have recovered.

Also recorded a new daily maximum in the number of deaths since the beginning of the pandemic - 1,015.

Vaccination in Russia

Speaking about the vaccination campaign against COVID-19 in Russia, Mikhail Mishustin said that “it is critically important to increase the rate of vaccination” to contain the further spread of coronavirus infection.

As the head of the Ministry of Health Mikhail Murashko noted, in total there are more than 15 thousand vaccination stations in Russia.

According to him, no region is experiencing difficulties with the availability of vaccines.

“We have seen an increase in the number of vaccinated patients in the last week.

55 regions give us good rates and growth today, ”the minister said, noting 10 constituent entities of the Russian Federation.

Murashko also pointed out that the number of revaccinated in Russia has already exceeded 2.5 million.

In turn, Anna Popova said that compulsory vaccination against COVID-19 for a number of categories has been introduced in 63 regions: "Only today, plus 63 more, 3 more subjects have made such decisions."

The Russian authorities have done an excellent job of providing citizens with the opportunity to get vaccinated against the coronavirus, presidential press secretary Dmitry Peskov told reporters.

According to him, now the Russians must "show their civic responsibility."

As of October 15, in Russia, more than 1 million people were vaccinated with the first component, and about 47.5 million Russians completed the process.
