The Ministry of Internal Affairs and the Ministry of Transport of Russia have developed amendments to the traffic rules governing traffic rules for electric scooters, gyro scooters and other means of individual mobility (SIM).

This is reported by RIA Novosti with reference to the draft resolution of the Russian government.

According to the proposals of the departments, it is proposed to limit the maximum speed for such vehicles to 25 km / h.

"Limit the weight of the SIM, which has the right for combined movement with pedestrians, - 35 kilograms," the draft government decree says.

Also, according to the initiative, children under seven years old can move on bicycles and SIM on sidewalks, pedestrian and bicycle paths, but only accompanied by adults.

Persons over 14 years old, if the amendments are adopted, will be able to drive the SIM on the side of the road or on the right edge of the carriageway, but only on condition that there are no sidewalks and footpaths in this place, and the road itself has a speed limit of 60 km / h.

At the same time, according to the authors of the initiative, the SIM should be prohibited from overtaking or bypassing vehicles on the left side, and drivers of individual mobility equipment should obey the signals of the traffic controller for pedestrians.

At the same time, the Ministry of Internal Affairs and the Ministry of Transport have developed a definition for SIM.

"A means of personal mobility is a vehicle with one or more wheels (rollers), designed for the individual movement of a person through the use of an engine (engines) (electric scooters, electric skateboards, gyro scooters, segways, mono-wheels and other similar means)," the document says.

Auto expert Igor Morzharetto, in an interview with RT, emphasized the importance of such innovations, recalling that the need for their adoption was noted about a year ago.

The expert recalled cases of fatal accidents with electric scooters.

According to the Ministry of Internal Affairs, in the first seven months of 2021, as a result of such incidents, eight people died and another 275 were injured.

“Rules, of course, are needed, where it would be spelled out who can ride on what scooters,” the expert concluded.

In early September, the head of the Ministry of Industry and Trade of the Russian Federation Denis Manturov called the electric scooter an unsafe means of transportation.

“I look at these people, I am terribly sorry for them, especially when they ride two by two, also with small children,” the minister said.

In Russia, over the past year, an opinion has been repeatedly expressed about the danger of electric scooters and the need for legislative regulation of their use.

The measures were discussed against the background of the increasing frequency of accidents involving such vehicles.

So, in early June, the Ministry of Internal Affairs reported that the Ministry of Transport was developing a bill that would determine the legal status of electric scooters and other SIMs.

In addition, in June, the Moscow authorities announced their intention to take measures to regulate the ride on electric scooters. 

As noted by the deputy mayor of the capital for transport issues Maxim Liksutov, there was a "bright surge of low mobility" in the capital, against the background of which the number of road accidents increased.

In particular, according to him, in the case of using the SIM on the roadway, the state traffic inspectorate should monitor its observance of traffic rules.

In addition, electric scooters should not exceed the speed of the pedestrian flow in the case of movement "in the same plane" with people.

In addition, he clarified that the city authorities have agreed with the main companies that rent scooters in Moscow on the introduction of restrictions in special zones of reduced speed.

At the end of May in St. Petersburg, a man on an electric scooter knocked down an elderly woman - the victim was seriously injured, after which the Investigative Committee opened a criminal case on the infliction of grievous bodily harm through negligence.

On June 1, in St. Petersburg, a young man ran over a four-year-old child on an electric scooter, the boy was injured.

In June, the Investigative Committee called on the Ministry of Transport and the Ministry of Internal Affairs to accelerate the development of measures to regulate the use of electric scooters.

The department also emphasized that SIM is a source of increased danger.
