In September, the news agency Siren reported that the method "fun wrestling" occurred at a youth home in Norrbotten.

The method was something the staff used to create relationships, but Ivo demanded an immediate stop to the phenomenon - but at the same time announced that "the injunction was to be regarded as working material and that wording could be changed".

New investigation: "Inappropriate and unprofessional"

Now Ivo has come up with a new decision since it was established that one of these "fun wrestling" led to a young person being subjected to outright violence.

The staff's actions were "directly inappropriate and unprofessional", the authority writes.

A young person made a report when he allegedly hugged a treatment assistant who then responded with boxes over his ribs.

In the new decision, Ivo concludes that what happened is a shortcoming, but that the National Board of Institutions has now addressed the problem.
