(Biodiversity Conference) COP15 high-level meeting reached three results
China News Service, Kunming, October 14 (Reporter Hu Yuanhang, Ruan Yulin, Han Shuinan) The first high-level meeting of the 15th Conference of the Parties (COP15) of the Convention on Biological Diversity ended in Kunming on the 13th afternoon.
The meeting reached three results, including providing a high-level political impetus for global biodiversity governance, issuing the "Kunming Declaration", and announcing new measures for biodiversity conservation in China.
At the press conference of the high-level meeting held that evening, Zhao Yingmin, Vice Minister of China's Ministry of Ecology and Environment, introduced that the two-day high-level meeting includes a leader’s summit, a ministerial plenary meeting and a ministerial round table.
Nine national dignitaries and the Secretary-General of the United Nations attended the summit, 125 minister-level representatives from 119 contracting parties, 26 international agencies and organizations, and 24 ambassadors to China attended the meeting.
Focusing on the theme of COP15 "Ecological Civilization: Building a Community of Life on Earth", the conference carried out high-level political dialogues, raised awareness, sought consensus, demonstrated political will, improved governance measures, and enhanced international responsibilities, achieving the goal of promoting the global biodiversity governance process .
Zhao Yingmin said that the meeting has produced three important results.
The first is to provide a high-level political impetus for global biodiversity governance.
At the summit, leaders of many countries and heads of international organizations called on all countries to unite and take pragmatic actions to strengthen global biodiversity protection and ecological environment governance.
During the ministerial meeting, the ministers and heads of international organizations at the meeting agreed that it is necessary to strengthen international collaboration, take action as soon as possible, promote knowledge innovation and benefit sharing, and increase funding, technology and capacity guarantees, in order to create a global biodiversity conservation The new situation has injected strong political momentum.
Second, the "Kunming Declaration" was issued.
After full consultation, the meeting passed the "Kunming Declaration."
This is one of the important achievements of the conference, which will provide new impetus for global environmental governance and promote the global progress towards the 2050 vision of "harmonious coexistence between man and nature".
The third is to announce new measures for China's biodiversity conservation.
China will take the lead in investing 1.5 billion yuan to establish the Kunming Biodiversity Fund; build a natural reserve system with national parks as the main body, and formally establish the first batch of national parks; A series of support and safeguard measures have established a carbon peak and carbon neutral “1+N” policy system.
Zhao Yingmin said that this high-level meeting is a special meeting held under the global epidemic situation. It has successfully completed various missions, boosted the political determination of global biodiversity conservation, and consolidated the joint force of global biodiversity governance. The formulation and consultation of the "Post-2020 Global Biodiversity Framework" provides political guarantee.
Elizabeth Murema, Executive Secretary of the Secretariat of the Convention on Biological Diversity, spoke highly of the high-level meeting.
She said that the adoption of the "Kunming Declaration" at the meeting was a good signal and demonstrated the ambition and motivation required for an effective "Post-2020 Global Biodiversity Framework".
