Pedro Sánchez government asks to open "a debate" on "the need for public institutions to leave Madrid"

" is completed. From each front, the provincial, the regional and

, a "decentralization" is called for, which, as the president summarized yesterday, responds to "the need for many public institutions to leave the capital of Spain" to stop depopulation and balance the development of the territories.
The proposal intensifies the clash between Moncloa and the PP, especially with Isabel Díaz Ayuso, who made it profitable in her favor in the Madrid elections. Now the PSOE intends to turn it into an axis for the next electoral cycle. Make profitable out of the price that the

In the framework presentation that reaches the conclave there are no references to this "decentralization of the public institutions that are in Madrid", but it is very likely that it will become part of the party's program, once Sánchez has championed that idea since yesterday. In the socialist summit, seven amendments in this regard will be evaluated. The

, from Malaga, asks "to add at the end of the paragraph: Decentralization of institutions and public bodies as well as improving digitization in rural areas, key to combat depopulation and fix the population to the territory."

presented by Valencia calls for "a new paragraph", which is the basis of the philosophy against Madrid that Puig sponsors. «We are committed to a radical change in the territorial conception of the State, moving towards the deconcentration of structures, allowing certain organizations to be located in other parts of the territory (...) We want to move towards a structured Spain, which is why a change in paradigm: Spain has to be polycentric. Centralism is inefficient, but it is also unsupportive.
And the text of this Valencian amendment continues: «Currently we find ourselves with a concentration of public bodies in the capital of the State that break with the schemes of plural and decentralized Spain that the Socialist Party defends. Political decentralization implies decentralizing state agencies, locating the headquarters in locations other than the capital. The location of decision-making centers attracts companies and activities with high added value, generates networks of influence, and has a driving effect on the development of the various territories with the supply of qualified employment ”.

, it is called as "essential" and "necessary", respectively, "the decentralization of the Administration." The delegates of Jaén defend, within amendment

: "A decentralization of the state" of "ministries, state secretariats, undersecretaries." They state that «today with the new technologies, the ministries can be perfectly distributed among all the communities, which will achieve: 1. Increase the degree of affectivity to the State throughout Spain. 2. The development of that community, in jobs and resources.
Along these lines, another amendment by Castellón (

): "We are going to promote its deconcentration [of the Administration] from the total or partial transfer of the headquarters of various organizations to different cities in the country."
These requests passed all the filters and come alive to the PSOE Congress with a common purpose: to decapitalize Madrid, subtracting agencies, to combat depopulation, but from the assumption that reducing value to Madrid, slowing its boom, means distributing resources and income.
"Serene and loyal debate"
Since 2019, Sánchez has supported that idea, but this Sunday he raised it in rank. Despite assuming that "that bothers some," he asked that "among all the autonomous communities" open "a serene, loyal, but also honest debate on the need for many of the public institutions to leave the capital of Spain" , with the objective "of a balanced territorial development". From the local and regional component, he jumped to the national: "The great debate we have is that of territorial cohesion, stopping depopulation and giving opportunities to territories like Ponferrada and León." Thus ended a rally that the regional leader unequivocally prefaced: “Spain is much more than Madrid. The wounds in the mining basins and depopulated Spain are being very painful. The solution is through political and economic decentralization. That pronouncement from the Castilian-Leon baron came 24 hours after Ximo Puig, in the speech for the day of the Valencian Community, insisted on a "second territorial transition" and on the need for "decentralization", always with Madrid in focus.
Some because of the depopulation (Tudanca, the Castilian-Manchego García-Page, the Aragonese Lambán, the Extremaduran Vara ...) and others because of the financing (Puig, the Catalan Illa, the Balearic

...), all in the PSOE seem to have found a common adversary in Madrid, with Sánchez at the helm, clearly since yesterday.
Within his Government, the commitment to decentralization is shared, but there are ministers who defend that it should be carried out on the new organisms or sub-branches that are created.
That is to say, that the new is carried out of Madrid, but it is doubted that already constituted organizations can change their headquarters.
They consider this to be a major problem in terms of the transfer of officials and staff.
