  The "Opinions" make it clear that it adheres to the principle of government leadership and social support, and establishes an education and training system that includes adaptive training, vocational skills training, academic education and lifelong learning for retired sergeants and conscripts.

Carry out adaptive training to help retired soldiers change their roles and integrate into society as soon as possible.

Innovate the vocational skills training mechanism, implement the academic certificate + a number of vocational skills level certificate system (1+X certificate system) and the credit bank system, and establish a learning achievement recognition, accumulation and conversion mechanism.

Set up a training account, establish a provincial-level coordination mechanism for training funds, and realize the exchange of training benefits within the province.

Relying on existing resources to coordinate the establishment of employment and entrepreneurship zones for veterans to play a demonstrative role.

Fully support retired soldiers of different educational levels to upgrade their academic qualifications.

Establish a sound industry education cooperation mechanism, and strive to achieve "entry is the entry of a job."

Include the training of retired soldiers into the national lifelong vocational skills training system.

  The "Opinions" propose that starting from the autumn semester of 2019, full-time self-employed retired soldiers who are admitted to ordinary colleges and universities through the unified national college entrance examination or higher vocational classification entrance examination will be subject to tuition reduction and exemption, and the maximum reduction and exemption will be implemented in accordance with the prescribed standards. ; Full-time retired soldiers and students in school all enjoy the national bursary for undergraduate and junior college students.

In areas where conditions permit, funding can be favored appropriately for retired soldiers who have participated in wars, have long military experience, have meritorious performance, and have learned multiple levels of skills to further enhance the effectiveness and flexibility of financial security.

  The "Opinions" emphasized that all regions and departments should further improve their political positions, attach great importance to the education and training of retired soldiers, and take multiple measures to achieve practical results.

Establish and improve inter-departmental coordination mechanisms to promote the realization of inter-regional coordination and linkage.

Encourage self-employed retired soldiers to participate in vocational skills training as early as possible during the window period before returning to their hometown to report and take up employment.

Extensively carry out various exchange activities, strengthen exemplary guidance, actively publicize experience and effectiveness, and create a good environment for supporting and serving the education and training of retired soldiers.
