According to the permanent representative, he reasonably asked his colleagues from the United States and Great Britain, who were among the "45 worried states," if they really did not consider it important what Russia would say and what it thought about this.

He noted that representatives of other countries did not show any desire to hear from the Russian side.

Shulgin stressed that "all this suggests that, unfortunately, the goals of the organizers of this action are clearly different."

He added that he managed to make an important statement after "the fierce resistance from the US and Great Britain".

“We announced that we have prepared a note to the technical secretariat with the attachment of materials that we submit in response to a request from 45 states under article 9, paragraph 2 of the chemical convention, and at the same time we are formulating a counter request under the same provision ... We expect that Germany, France, Sweden, as well as the technical secretariat will still answer ... ”- said Shulgin. 

According to Shulgin, on October 7, he personally handed all this personally to OPCW General Director Fernando Arias.

“We expect a response from our partners within ten days, established by the chemical convention.

The ball is on their side, ”he said.

The Permanent Representative of Russia also believes that Western countries are promoting their "narrowly selfish political agenda" and want to introduce new sanctions.

He noted that Russia will give a worthy response if sanctions are imposed.

In February, Russian Foreign Minister Sergei Lavrov said that Moscow has reason to believe that the situation with Navalny was a staged one.

The Permanent Representative of Russia to the OPCW noted that Russia is alarmed by the position of the technical secretariat of the organization, which is silent against the background of the situation with the inconsistency in the report on the situation with Navalny.

He also commented on RT inconsistencies in the OPCW's version of the "poisoning" of Navalny.
