05 October 2021 A first implementation of the Gol program for guaranteeing the employability of workers, foreseen in the National Recovery and Resilience Plan, is coming.

An inter-ministerial decree, signed by the Minister of Labor, Andrea Orlando, and of the Economy, Daniele Franco, initiated the procedure to allocate 880 million euros in favor of the regions to implement active policies and training in the workplace.

The decree is part of the 'milestone' envisaged in this sector by the NRP. This is 20% of the total of 4.4 billion provided by the government for active policies.

The Gol program was recently presented to trade unions in a meeting at the Ministry of Labor. It is an employment plan aimed at at least 3 million people, by 2025, whether they are unemployed, women, young Neet or even citizenship income earners. The reform of active policies focuses on the Gol program (Guarantee of employability of workers) by structuring a path towards employment, made up of training, professional retraining, for insertion or relocation to work, and links the new instrument to citizenship income .

The inter-ministerial decree establishes the criteria for the allocation of resources between the regions and the autonomous provinces considering the quotas of citizens who benefit from the Naspi, the Cig, the citizenship income and who are unemployed.

The allocation of 75% of the sum due after the start of the programs and the distribution of the remaining sum is envisaged when at least half of the allocated amount has been spent.
