A five-year-old boy was found dead in the water in Hagfors after disappearing from an HVB home in June.

The boy was a resident of Falu municipality and placed by the municipality at the HVB home.

Falu municipality's routines regarding the placement at the HVB home have now been reviewed.

- We have come to the conclusion in our investigation that we followed our routines for placements, and ensured that the HVB home received sufficient information, says Magnus Nordahl, section manager at the social services children and family in Falun.

Not a misconduct

According to the investigation, Falu municipality has followed its routines and that the home had permission from the inspectorate for health and care, at the time of the placement of the boy.

They also assess that the handling is not a misconduct and that the municipality of Falun has taken the measures deemed appropriate.

National quality register

Despite this, Magnus Nordahl believes that the process around investments can be developed.

And the municipality now welcomes a national quality register.

- I think that the whole system is in need of help to contribute to a higher quality in social youth care.

We are many municipalities that want to contribute to such a development, a work together with IVO, Sweden's Municipalities and Regions, government and parliament.
