28 September 2021 Police investigations have made it possible to reconstruct the structure of a well-structured and organized criminal association dedicated to the commission of crimes against property. The Perugia State Police has executed a precautionary order issued by the investigating judge at the Court of Perugia against eight people held responsible, for various reasons, for criminal association aimed at committing home thefts in the Assisi area and in the provinces of Arezzo and Siena. The suspects, 16 in total, all already known to the police for crimes against property, are Italian men and women who are settled in the area of ​​Assisi and Cannara. A partnership, recognized by the Judicial Authority as a real criminal association, linked by family ties,with a well-defined organizational structure in tasks, with well-defined logistical bases and capable of alternating roles and facing crisis situations making use of the contribution of all members. A real family consortium that has been able to equip itself over time with an increasingly refined criminal program, destined to project itself over time, to reshape itself according to needs.

A system that for years has sown in the territory over time terror and insecurity among the inhabitants of the surrounding areas, especially the more isolated ones. committed the fact, other times they have managed to recover the stolen goods and return it to its legitimate owners who have even been robbed of their most cherished memories. The soul of the group is the 6 women. Unscrupulous, shrewd and cunning, they were the youngest of 22 and the oldest of 40. Some of them specialized in home mugging and burglary. The method was always the same: they bypassed the landlords, chosen specifically alone and elderly, pretending to be sellers of sundries or in need of toilets. Among others there isit is those who lent themselves to having the cars registered, used to commit the thefts, those who transported the stolen goods outside the region to be placed and those who instead had the task of keeping valuables after being stolen and taken to the men of the gang. 



A system built in detail

Some of the men in the gang were able to carry out their criminal plan even when subjected to a regime of restriction of personal liberties. Their plan was well structured and experienced no setbacks, except during the lock down period. Ruthless and dangerous, on board specially selected large-displacement cars they faced and eventually held up pursuits and blocking attempts by the Police. And it was precisely in one of these circumstances that a steering wheel was damaged because the thieves fleeing after committing a theft did not stop, forcing the blockade. On that occasion the only one left inside the car was arrested: the injured driver.

Uncovered cars were changed quickly and fake license plates were also used. The inspections they carried out in the choice of the houses on which to strike were long and articulated: all sufficiently isolated, reachable through dirt roads with poor surveillance and control systems of the owners' habits. During the shots, the phones were purposely turned off so as not to give any indication of their presence at the place of the thefts. The highly professional profile of the criminal organization is also demonstrated by the identification of two real logistic bases, in the outskirts of Assisi, where the members of the gang gathered before leaving, taking the designated cars, distributing the `` tools '' of the work, such as rods, sticks, crowbars,gloves and other clothing for camouflage. 



Well-defined roles

In addition to actively participating in the commission of thefts, there were those who, according to house arrest, provided their home as a logistical base to the material executors and supervised the operations; those who relayed the car in which the accomplices traveled after having perpetrated the thefts; who had the task instead of guarding the cars used for the commission of thefts, loading and unloading the burglary tools, washing them and in case, thanks to a workshop in the industrial area of ​​Bastia Umbra, also change their color; finally, who acted as a lookout during the return phase of the vehicles in the area. Thanks to the services carried out by police officers, the arrests made over time and the stolen goods recovered and immediately returned to the owners,it was possible for the prosecutor who coordinated the investigations to define an important accusatory system and challenge the suspects for the crime of conspiracy to commit a crime.
