Press Secretary of the Russian President Dmitry Peskov commented on the provisions of the bill on regional power - the initiative, in particular, involves lifting the ban for governors to be elected for more than two consecutive terms and proposes a common name for all subjects for the position of a senior official - "head of a constituent entity of the Russian Federation."

“There is no single position here.

The bill will be adopted when work begins in parliament, and then the specifics will be clear.

As for the turnover of power, then, of course, the president is a supporter of the turnover of power, but this should not be an obsession that interferes with work.

Everything is good in moderation.

You know that in most issues the president is a supporter of a balanced approach, ”said Peskov.

Commenting on the initiative to introduce a single name for the heads of the constituent entities of the Russian Federation, the Kremlin spokesman added that Vladimir Putin is sympathetic to the specifics of the regions where the head of the constituent entity of the Russian Federation has the status of president.

“Of course, the position is more likely in favor of ordering everything here.

There should be only one presidential position in the country.

But at the same time, there is a specificity of some regions, - said Peskov.

“The President treats this specificity with understanding, but, on the other hand, the future will show how much the prospect of bringing this all to a common denominator is still possible.”

Olga Kovitidi, a member of the Federation Council Committee on Constitutional Legislation and State Building, called the bill on regional power necessary, in demand and expected in the constituent entities of the Russian Federation.

According to her, it is necessary for further constitutional development, as well as a more modern, efficient and effective solution to the problems facing the country's civil society.

“The law is good, necessary and must be adopted.

Regional Authority Bill

On Monday, September 27, Pavel Krasheninnikov, Chairman of the State Duma Committee on State Construction and Legislation, and Andrei Klishas, ​​Head of the Federation Council Committee on Constitutional Legislation and State Construction, submitted to the State Duma a draft law "On general principles of organizing public power in the constituent entities of the Russian Federation."

“It is stipulated that the title of the position of the highest official is“ Head ”with further indication of the name of the subject of the Russian Federation.

It is indicated that the head of a constituent entity of the Russian Federation is in charge of the executive power in the region, determines the system and structure of regional executive bodies, ”the State Duma website says.

Also, the bill establishes the term of office of the head of the region and the legislative body of the constituent entity of the Russian Federation - 5 years.

“The provisions of the bill are based on the constitutional foundations of the unity of public power in the Russian Federation, proceed from the objective need for interaction of all levels of public power and are aimed at creating conditions for ensuring sustainable and comprehensive socio-economic development within the entire territory of the Russian Federation and the territory of each of its constituent entities in the interests of citizens, society, the state, ”reads the explanatory note to the document.

Another provision of the document proposes to abandon the limitation on the number of terms for governors.

“At present, the head of the region cannot be elected to the post of the highest official of a constituent entity of the Russian Federation for more than two consecutive terms.

The bill excludes the possibility of such a limitation of the term of office, ”said Klishas, ​​quoted by TASS.

At the same time, the grounds for the early termination of the powers of governors in connection with the loss of the president's confidence are expanding. 

“We say that if trust is lost, then this is the basis for dismissal.

If the president has lost confidence in the governor, then it is unlikely that some work will work out, this in itself is a reason - a loss of trust, "Krasheninnikov explained, adding that there will be no need to wait for investigations or conclusions.
