Payments go to MIR

From October 1, monthly payments to low-income families who have had their first or second child can only be received on a MIR card, in cash or on an ordinary account, to which the card is not tied.

For those who do not have such a card, payments will be delivered to the deposit account, nominal account or by mail.

In early September, the Ministry of Labor indicated that the MIR card is needed to receive monthly benefits for pregnant women who get registered early, maternity benefits, childcare benefits, monthly payments for the second, third and subsequent children, monthly payments for children aged from three to seven years, a monthly allowance for single-parent families raising children from eight to 17 years old, pensions and other payments from the Pension Fund and unemployment benefits.

At the same time, the ministry emphasized that benefits for pregnant and single parents raising children from 8 to 17 years old cannot be received by mail, while one-time benefits for school-age children can be transferred to a card of any payment system.

Increase in pension payments

According to the lawyer, the head of the law firm AVG Legal Alexey Gavrishev, on October 1, on the occasion of the International Day of the Elderly, the government decided to increase pension payments and expand benefits.

It is noted that the level of additional payments is determined by the authorities of the regions of the Russian Federation.

“It happens that elderly people are paid different amounts.

For example, everyone gets 5,000 rubles, and pensioners over 70 - 15,000. There are payments less - 500 rubles.

It all depends on the well-being of the region.

Information on payments can be clarified with the local social security authorities, "- quotes the words of the lawyer, the agency" Prime ".

In addition, from the beginning of October, salaries for military positions and ranks will be indexed by 3.7%.

Military pensions will also increase.

On September 22, the Pension Fund of Russia recalled that an increase in pensions in connection with reaching 80 years of age, gaining experience in the North or dismissal from work occurs when appropriate circumstances occur, and is not tied to fixed dates.

However, the FIU pointed out the existence of annual recalculations that occur on the same dates.

“For example, on January 1, when the insurance pensions of the majority of pensioners are indexed, or on April 1, from which state security pensions, including social ones, are raised annually.

Another such date is August 1, when the Pension Fund increases the insurance pensions of working pensioners, as well as payments of pension savings based on the results of the investment profitability received, ”the message says.

It was noted that all such recalculations are carried out automatically, without any appeal from pensioners.

On September 24, Deputy Prime Minister Tatyana Golikova announced that the average annual old-age insurance pension for non-working pensioners in 2022 should be 18,521 rubles.

Targeted support for paying for housing and communal services

Deputy Prime Minister Marat Khusnullin instructed the Ministry of Construction, the Ministry of Labor, the Ministry of Economic Development, the Ministry of Finance, as well as the Federal Antimonopoly Service to work out the issue of strengthening targeted support to citizens for paying for housing and communal services (HCS) against the background of the introduction of improved tariff regulation.

The newspaper "Izvestia" writes about this with reference to a copy of the minutes of the meeting with the deputy chairman of the government.

According to the newspaper, it is planned to bring tariffs to economically justified ones, when their growth can exceed inflation in the event of modernization of the housing and communal services infrastructure, while the unprotected categories of citizens will receive compensation.

"In order to protect the rights of citizens, it is necessary to ensure the provision of targeted measures of social support for certain categories of citizens in connection with payment for housing and communal services by citizens, based on the approved tariffs to housing and communal services organizations," the deputy prime minister's office said.

Pension reform

The Russian Ministry of Finance has supported the idea of transferring the “frozen” accumulative component of compulsory pension insurance (OPS) into a voluntary standardized scheme (NPO), writes the Kommersant newspaper.

It is noted that the concept will still undergo revision.

Thus, incentives for the voluntary transition of citizens to the new system, tax deductions and co-financing have not yet been determined.

This issue was raised during a meeting dedicated to the accumulative component of OPS and voluntary pension programs, which was held under the leadership of the head of the Ministry of Finance Anton Siluanov.
