basic situation
Shenyang Mining Co., Ltd. is a secondary company of China Nonferrous Metals Corporation, and its subsidiaries are Inner Mongolia Chifeng Dajingzi Mining Co., Ltd. (hereinafter referred to as Dajingzi Mining), Chifeng Fubang Copper Co., Ltd. (hereinafter referred to as Fubang Copper) and Liaoning Tieling Mineral Processing Reagent Co., Ltd. (Hereinafter referred to as Tieling Pharmaceutical Company) and other manufacturing enterprises.
Among them, Dajingzi Mining is mainly engaged in copper and tin ore dressing, with a comprehensive beneficiation capacity of about 1,600 tons/day; Fubang Copper is mainly engaged in copper smelting, with a blister copper smelting capacity of about 100,000 tons/year; Tieling Pharmaceutical Company is mainly engaged in beneficiation reagents , Foaming agent production, the comprehensive production capacity is about 31,000 tons/year.
main problem
(1) Inadequate promotion of energy saving and consumption reduction
Fubon Copper is ineffective in promoting the elimination of high-energy-consuming equipment and upgrading and reforming backward processes, and the energy consumption level remains high.
Since 2018, the comprehensive energy consumption of Fubon Copper's blister copper has exceeded 280 kg standard coal/ton, which is more than twice the national average, and far higher than the 180 kg standard coal/ton requirement stipulated in the National Standards and Conditions for Copper Smelting Industry.
Fubon Copper had planned to implement an energy-saving and emission-reduction technological transformation project in November 2019, but the work was serious and the progress was weak. The project has not yet been implemented.
In 2019, when the local energy-saving supervision agency carried out special energy-saving inspections in key high-energy-consuming industries, Fubon Copper asked Fubon Copper to eliminate 86 electric motors listed in the "High-energy-consuming Backward Electromechanical Equipment (Products) Elimination Catalog", but the inspector found , Fubon Copper only eliminated 7 units and 79 units are still in illegal use.
The comprehensive energy consumption per unit product of Fubon Copper's blister copper is more than twice the national average comprehensive energy consumption of blister copper, which is far higher than the 180 kg standard coal/ton requirement stipulated in the national "Copper Smelting Industry Standard Conditions".

(2) The stench is severely disturbing the people
The environmental protection facilities of Tieling Pharmaceutical Company are simple and simple, adopting an open production workshop. The odorous waste gas such as hydrogen sulfide and fusel is not effectively collected and treated, and the fugitive emission is serious.
At the same time, warehouses are generally not closed, a large number of chemicals containing volatile organic compounds are stored in the open air, and the factory has a serious odor.
Monitoring shows that the concentration of volatile organic compounds in the plant area is as high as 50 mg/m3, which exceeds the requirement of 30 mg/m3 in the "Unorganized Emission Control Standard for Volatile Organic Compounds".
Residents on the east side of the factory are separated from Tieling Pharmaceutical Company by a wall, and have long been troubled by stench.
During the first round of central ecological and environmental protection inspections and the "look back", Tieling Pharmaceutical Company was repeatedly complained about the waste gas nuisance to the people, and was ordered by the local authorities for rectification due to excessive odor. The problem of harassment has not been effectively resolved, and the surrounding people have responded strongly. Since 2020, the 12369 report hotline of Tieling City has received as many as 40 complaints about the odor of Tieling Pharmaceutical Company's exhaust gas.
On September 12, 2021, when the inspection team visited the residential area near the factory, many people reported that they had been troubled by the smell for many years and had not been able to effectively solve it.
Tieling Pharmaceutical Company is separated from the surrounding residential area by a wall. The open production workshop is adopted. The odorous waste gas is not collected effectively, and the chemicals that emit odor are stored in the open air.

(3) Inadequate environmental management
The tailings sand produced in the beneficiation workshop of Dajingzi Mining is transported to Dongjiagou tailings pond for storage through a pipeline of more than 3,000 meters, mainly forest slopes along the way.
In recent years, Dajingzi Mining’s tailings sands transmission pipeline has experienced 7 bursts of pipe leakage accidents, but the company has not activated the emergency plan in time as required, nor has it reported to the relevant local authorities, and the emergency treatment work has been perfunctory to remove the leakage. Tailings sand is not timely and thorough.
According to preliminary statistics, the leaked tailings sands that have not been cleaned up after 7 pipe bursts cover a total area of 863.2 square meters and a total volume of about 198.5 cubic meters.
The most recent pipe burst accident occurred in July 2021. The leak was only 50 meters away from the tailings dam body. The tailing sand that leaked on the hillside and was not cleaned up in time covered an area of about 690 square meters and a volume of about 138 cubic meters. Hidden risks.
In September 2021, the inspection team used drones to photograph the tailings sands that were not cleaned up in time after the leakage of the Dajingzi mining pipeline.

Cause Analysis
The Shenyang Mining Company, a subsidiary of China Nonferrous Metals Corporation, has not done enough to promote energy conservation and consumption reduction, and has failed to deal with the problems reported by the public for a long time.
