The white paper clarifies the construction goals of the cognitive impairment disease diagnosis and treatment center, including the establishment of a chronic disease management system for cognitive impairment, the preliminary establishment of a three-level diagnosis and treatment system for cognitive impairment, and the provision of systematic and continuous integrated services of prevention, treatment, rehabilitation, and health promotion.

  Cognitive impairment, commonly known as "Alzheimer's disease", is an incurable degenerative disease of the central nervous system, which is mainly manifested as memory loss, impaired ability of daily living, and may also be accompanied by mental illness and motor dysfunction, which seriously affects the quality of life of the elderly .

However, if the condition of cognitive impairment can be detected as early as possible, interventions for the disease when the cognitive impairment is mild will help delay or prevent the occurrence and progress of the disease.

  According to the results of the seventh national census, my country's current population over the age of 60 accounts for 18.7% of the total population.

The occurrence of cognitive impairment is closely related to the increase in age. With the gradual increase of the elderly population, cognitive impairment in the elderly has gradually become a social problem.

  In order to prevent and slow down the occurrence of Alzheimer’s and cognitive impairment, the National Health Commission published the "Working Plan for Exploring Special Services for the Prevention and Treatment of Alzheimer’s Disease" in 2020, advocating to achieve "80% public awareness rate" and "80% public awareness rate" nationwide. % Cognitive Screening Rate” aims to alleviate the social burden caused by diseases related to cognitive impairment in the elderly.

  However, the current status of diagnosis and treatment of dementia in my country is still not optimistic. There are problems such as low public awareness, low consultation rate, low diagnosis rate and few specialists.

  The "Standardized Construction Project for the Diagnosis and Treatment Center for Cognitive Impairment Diseases" came into being in this context and was launched on May 22 this year. It aims to build a chronic disease management system for cognitive impairment and promote the standardized diagnosis and treatment of dementia diseases.

  The standardized project of the diagnosis and treatment center for cognitive disorders will establish a three-level diagnosis and treatment service network for cognitive disorders, including high-level centers, regional centers, and community-level centers, forming a quality control management system.

  As the project leader, Professor Chen Xiaochun, head of the Dementia and Cognitive Impairment Group of the Neurology Branch of the Chinese Medical Association, said: "The community-level center is mainly responsible for the screening, evaluation, management and prevention of high-risk groups of cognitive impairment; regional level Central physicians should be able to determine the diagnosis of common cognitive disorders based on the results of medical history, physical examination, neuropsychological evaluation, laboratory and imaging examinations. For patients with difficult or comorbid diseases, they should be promptly referred to the superior center; advanced centers have More complete diagnosis and treatment procedures and methods need to undertake difficult or complicated comorbid patients transferred from lower-level centers."

  According to reports, the senior center is a tertiary-level A general hospital or a tertiary-level neuropsychiatric hospital, which is in a leading position in the construction of the cognitive impairment diagnosis and treatment system.

The list of the first batch of pilot high-level centers will be announced at the meeting, including Peking Union Medical College Hospital, Central South University Xiangya Hospital, Sun Yat-sen University Sun Yat-sen Memorial Hospital, etc.

These 17 pilot high-level centers will build a multidisciplinary diagnosis and treatment model, and create a standardized patient-centered diagnosis and treatment plan, thereby improving the diagnosis and treatment of cognitive impairment diseases.
