Relevant enterprises must strictly control process parameters, regularly monitor the impurity content in raw materials and finished products, and timely recover and dispose of contaminated ammonium nitrate; strictly implement the "one book, one signature" and product packaging requirements to ensure that the transportation links and downstream users understand the safety of ammonium nitrate Information; Companies that use ammonium nitrate to produce nitro compound (mixed) fertilizers must strictly implement a mandatory testing system for anti-explosion performance; further improve the safety conditions of solid ammonium nitrate warehouses and ammonium nitrate solution storage tanks; strengthen ammonium nitrate transportation safety risk management and control, and establish Complete and strictly implement the filling or loading inspection and recording system, entrust enterprises with corresponding qualifications to carry ammonium nitrate; strictly manage the sales and purchase of ammonium nitrate, and strictly prohibit the sale of ammonium nitrate to units and individuals without permission or incomplete legal procedures. The "Notice" emphasizes that emergency management departments at all levels should further strengthen the safety supervision of ammonium nitrate production, operation (storage) enterprises and chemical enterprises that use ammonium nitrate; the civil explosives industry authorities at all levels should seriously investigate and deal with illegal sales of ammonium nitrate in accordance with the law. The transportation department shall supervise and urge the road transportation enterprises of dangerous goods that are engaged in the transportation of ammonium nitrate to regulate the transportation behavior; the public security organs at all levels shall strictly regulate the traffic order of the transportation vehicles of dangerous goods such as ammonium nitrate; the competent authorities of the civil explosives industry and the public security organs The customs department shall strengthen the export management of ammonium nitrate in accordance with relevant requirements and reduce the safety risks in the export link.
