“The main goal of activities to restore and ensure sustainable development of the public health system is to strengthen the ability of the Ukrainian government to identify, prevent and respond to threats to public health,” - explained in USAID.


The program is supposed to be implemented within five years and spend up to $ 45 million on it.

In recent years, some reforms have been carried out in the health sector, but the COVID-19 pandemic has revealed persistent problems in the ability of Ukrainian institutions to effectively respond to threats to the health of citizens, the document says.

So, the pandemic has also exacerbated the already significant shortcomings in the work of Ukrainian mental health services, according to American experts.

In their opinion, the prerequisites for the emergence of the health crisis in Ukraine were bad habits, a rare request for medical care and a lack of public confidence in the system.

As conceived by USAID, the new program should contribute to the achievement of the goals of the US government, in particular to create "a strong Ukraine capable of successfully resisting Russian aggression and influence."

In February, the United States Agency for International Development requested an additional $ 8.5 million for a healthcare reform project in Ukraine, for which $ 28.8 million has already been allocated.
