In Seine-Saint-Denis, the Parc de la Noue should gradually reveal a new face. On Friday September 17, an Operation to requalify degraded condominiums of national interest (Orcod-IN) was initiated by the State and various local actors. Its management is led by the Etablissement public foncier (EPF) of Île-de-France. Fifteen million euros should be put on the table by the town hall of Villepinte, within an overall budget estimated between 130 to 160 million euros, including 70 to 90 million euros directly financed by the EPF. What is the state of the Parc de la Noue?

“It's a very degraded co-ownership, from the 1960s,” explains Martine Valleton. [In a neighborhood] that lived well, with a lively shopping center, shops… And, little by little, he became poorer. »In total, there are 757 housing units spread over 15 buildings. “It is a large condominium where there are a lot of unpaid charges which mean that the common areas are difficult to maintain. There are parts of the condominium that are more fragile than others. In terms of management, there are a lot of wrecks, parking problems… There is overcrowding which is developing in the apartments, ”emphasizes Joëlle Boneu.

Parc de la Noue suffers from its isolation and is now affected by various ailments.

To poverty - "more than 30% of the occupants are below the poverty line", advances Joëlle Boneu - and to the deterioration of the buildings, have been added "health and safety problems and a lot of delinquency in the sector", notes the mayor of Villepinte.

It makes it possible to mobilize additional funding provided by the EPF.

What will be the main roles and challenges of the EPF?

"The action of the EPF is to buy housing and play the role of" good owner "who comes to hand over cash to the condominium: pay its charges, fight against unworthy housing situations and avoid overcrowding, details the head of the EPF. The role of the public land establishment will therefore be to "ensure the proper mobilization of public funding for the rehabilitation of buildings". Through its intervention, the EPF prevents the rental of apartments by sleep sellers and takes the place of “landlords who are not strong enough to pay the charges”.

Joëlle Boneu continues: “We will work in the most fragile buildings.

Giving a date with precision is difficult.

“A development project is always quite long.

Already to be initiated, then to be implemented… We estimate it to be around ten years, ”suggests Joëlle Boneu.

Rehabilitation work is planned throughout the condominium, all buildings need new thermal insulation.

For the mayor of Villepinte Martine Valleton, “it will take between 7 and 10 years for everything to be finished.

By then, the neighborhood will have really changed its image and the inhabitants will be really happy to live there.
