Mohammed bin Rashid issues a law establishing the Dubai Border Ports Security Council

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Law No. (15) of 2021 establishing the Dubai Border Crossings Security Council, with the aim of enhancing the emirate's security capabilities in protecting border crossings, thus contributing to achieving Security and safety for the community, contributing to the development and protection of border crossing security, developing and rehabilitating them in the face of various risks and challenges, raising the level of coordination and cooperation between government agencies concerned with supervising border crossings, and exchanging knowledge, expertise, experiences and practices among them.

The law also aims to find a reference body that represents the government agencies concerned with supervising the border crossings before the relevant local, federal, regional and international authorities, and to enhance the implementation of the Emirate’s strategic plan in the axes related to the security of the border crossings, and to improve the performance of the government agencies concerned with supervising the border crossings to reach the highest levels. and ensuring its competitiveness at the regional and international levels.

His Highness also issued Decree No. (38) of 2021 forming the Dubai Border Security Council headed by His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, and the membership of His Excellency Lieutenant-General Mohammed Ahmed Al Marri.

Vice President, and representatives from: Dubai Police, Dubai Customs Department, General Directorate of Residency and Foreigners Affairs in Dubai, Dubai Civil Aviation Authority, Dubai Airports Corporation, Dubai Air Navigation Services Corporation, Dubai Maritime City Authority, in addition to the Secretary General of the Dubai Security Council border ports.

Representatives of the government entities that are members of the Dubai Border Security Council are named by the officials of these authorities, provided that they are experienced and specialized in the work of the Council, and the job level of each member is not less than the rank of “Executive Director” or the like, provided that it is published This decree is published in the Official Gazette, and is effective from the date of its publication.

 In addition, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued Council Resolution No. 40 of 2021 appointing Omar Ali Salem Al Adidi as Secretary-General of the Dubai Border Crossing Security Council.

This decision shall be published in the Official Gazette, and shall be enforced from the date of its publication.

Functions of the Council


Law No. (15) of 2021 defines the competencies and powers of the Dubai Border Crossing Security Council, including: Drawing up the general policy

The strategic plans of the Emirate of Dubai regarding border crossings in coordination with the concerned authorities, providing opinion and advice to the Government of Dubai on the security of border crossings, preparing a comprehensive strategy in this regard, and drawing up a general policy for it, taking into account the objectives and privacy of each border crossing, and proposing the necessary recommendations to support and develop it As well as supervising the implementation of the general policy and strategic plans adopted for the security of border crossings in line with the general trends at the state level, and issuing the necessary decisions to ensure their implementation in the best manner. The Council is also responsible for unifying the security rules, controls and requirements

To protect the border crossings, in accordance with the rules, controls and requirements applicable to the competent federal authorities in this regard, and to supervise the application of security procedures and the safety of inspections and control operations at the border crossings, and to coordinate with the government agencies concerned with supervising the border crossings to create an integrated database serving these ports, Including data related to performance rates and indicators, raising the efficiency and readiness of these ports to meet security requirements, and developing training and qualification programs for workers at border crossings.

Cooperation with the Council


and the law obligates all government agencies concerned with supervising border crossings, and other government agencies, to cooperate fully with the Dubai Border Crossing Security Council, and to provide it with the data, statistics, information and studies it requests, and which it deems necessary to enable it to achieve its goals. The government agencies concerned with supervising the border crossings and other government agencies, and these agencies must provide assistance and assistance to the Council when requested to do so.

The provisions of Decree No. (28) of 2015 regarding the governance of councils and committees affiliated with the Government of Dubai, or any other legislation that replaces it shall apply.

The work of the Council, and in particular the duties of the Council’s Chairman and members, and with the exception of the decisions that the Chairman of the Executive Council of the Emirate of Dubai is authorized to issue in accordance with the provisions of Law No. (15) of 2021, the Chairman of the Dubai Border Crossing Security Council issues the necessary decisions to implement its provisions, and any provision in any legislation is repealed. Another to the extent that it contradicts its provisions, and it shall be published in the Official Gazette, and shall be enforced from the date of its publication.
