All localities should speed up the construction of a unified enrollment platform for secondary vocational schools and ordinary high schools, so as to uniformly fill in volunteers, complete admission procedures, and uniformly register students.

  Inventory of school-running qualifications.

Establish an annual inspection system for the qualifications of secondary vocational schools. Before the beginning of each spring semester, local education administrative departments must conduct an annual inspection and publicize the qualifications of secondary vocational schools through the management information system of secondary vocational schools and combined with offline reviews.

For schools that fail the annual inspection and refuse to make rectification, reduce their enrollment plans, suspend the registration of new students until they stop enrolling; for schools that do not have the qualifications to run secondary vocational education, and secondary vocational schools that have not been approved by the educational administrative department of the school. Branch schools and schools must resolutely ban enrollment qualifications.

  The notice proposes to strictly manage the student status of secondary vocational schools, register and maintain the student status information of secondary vocational schools in a timely manner.

Each school shall establish electronic files for new students through the National Secondary Vocational School Student Management Information System (hereinafter referred to as the Secondary Vocational School Status System) within 20 working days of enrollment.

The deadline for the fall electronic registration of secondary vocational school freshmen is November 20 of the current year, and the deadline for the spring electronic registration of students is April 20 of the current year.

When a student's school status changes (including repetition, transfer, major, suspension, withdrawal, cancellation, death, etc.), relevant information must be maintained in a timely manner.

Within 20 working days before leaving school, graduate students should complete the graduation procedures through the secondary vocational school registration system. At the same time, complete the funding information through the National Student Financial Assistance Management Information System before completing the graduation procedures.

The Ministry of Education will regularly carry out the verification and comparison of the secondary vocational student financial aid list with the student status information of compulsory education, ordinary high schools, technical schools, and ordinary colleges and universities, and will issue a weighting comparison list to all schools through the national student financial assistance management information system .

Schools in all regions and schools must carry out verifications level by level to ensure that each aided student is enrolled in the school, promptly delete the information of aided students who do not meet the funding conditions, and resolutely eliminate duplication of funding.

  The notice emphasized that the Ministry of Education annually reports the annual quality of secondary vocational school status and funding data in various provinces.

Regarding violations of regulations and laws in the process of enrollment, registration of “dual student status”, failure to maintain secondary vocational student status and funding system data in a timely manner, organizations and individuals that obtain compulsory education “two exemptions and one subsidy” or secondary vocational subsidy funds shall be required Severe punishment with a zero-tolerance attitude, so as to "find it together, investigate and deal with it, and expose it together."

The Ministry of Education will work with relevant departments to verify the enrollment, student status, and funding management of schools in various regions, and seriously deal with the problems found in the verification.
