The Climate-Resilience bill makes the creation of a low-emission zone (ZFE) compulsory for all agglomerations of more than 150,000 inhabitants by December 31, 2024 at the latest. The Bordeaux environmentalist majority wants to take the lead to introduce this restriction circulation of certain polluting vehicles (depending on the year they were put into service and their engine), highlighting a major health issue.

In the Bordeaux metropolis, an estimated 600 deaths per year and 300 million euros in health costs, generated by air pollution.

While the Lyon metropolis is moving towards strengthening its ZFE, in Bordeaux many criteria have yet to be defined.

What contours for this ZFE?

"Our wish is to ensure that the entire intra-ring road, which represents 14 mayors concerned, is placed in an EPZ", clarified the mayor of Bordeaux Pierre Hurmic during his re-entry conference. Its first assistant Claudine Bichet, in charge of the file, specifies that a study on the intra-ring road looks at the number of vehicles that would be affected and to define the improvement in air quality that would result from it, but "This could be a perimeter brought to evolve according to the dialogue". Currently, during pollution peaks, some vehicles must remain in the garage. It is about moving to a systematic ban, but perhaps only at certain times. "The time slots,the conditions of exemption [derogations for certain vehicles] and the geographical limits are to be defined during the consultation, ”points out the first deputy.

What consultation?

The consultation of the inhabitants will begin before the end of the year.

"Nothing has been decided, nothing has been decided to date," insists the first assistant.

In the consultation process, the street committee will allow stakeholders to exchange views, including the Sud-Ouest motorists' club.

"We would like it not to exclude vehicles belonging to the poorest", advance François Halary, director of the club.

He also wants exceptions for vintage vehicles and the elderly who have difficulty getting around, so that they can access Bordeaux city center by car.

“All the metropolises [which have defined an EPZ] have a gradual implementation schedule,” notes Claudine Bichet.

It is possible that we do the same, it allows people to have time to adapt.

According to the elected representative, the measure is the logical continuation of the metropolitan mobility scheme, which reduces the place of the car in the city.

How to help motorists with small means?

"The risk of an EPZ is to be a tool of social injustice", warned the mayor of Bordeaux during his back-to-school conference.

The State has provided aid measures for the most modest and zero-interest loans, but this may be insufficient.

"At the local level, we will acquire the means to support the most modest households for which the use of the car remains essential", promises the first assistant.
