The Central Election Commission of Russia published the preliminary results of voting in the elections of deputies to the State Duma of the VIII convocation, which took place from 17 to 19 September.

As a result of processing 99.80% of the protocols, five parties pass to the lower house of parliament: United Russia (49.83%), the Communist Party of the Russian Federation (18.94%), the Liberal Democratic Party (7.51%), A Just Russia - For the Truth (7.47%) and New People (5.33%).

“This is an expansion of political diversity.

It can be assumed that there are not four parliamentary parties, from some ninetieth year, but five parliamentary parties, ”said the head of the CEC Ella Pamfilova.

The remaining political associations were unable to overcome the 3% barrier, which is required to receive government funding. Of these, the best result was shown by the Russian Party of Pensioners for Social Justice, which gained 2.46% of the vote, followed by Yabloko (1.33%), Communists of Russia (1.27%), the Russian ecological party Green (0 , 91%), Rodina (0.8%) Russian Party of Freedom and Justice (0.77%), Green Alternative (0.64%), Rosta Party (0.52%) and Civil Platform (0.15%).

When voting in single-mandate constituencies, United Russia also won, they gained the most votes in 198 constituencies (88%), representatives of the Communist Party won in nine constituencies, Spravedlivorossi - in eight, and the Liberal Democratic Party - in two.

In five constituencies, the victory remained with self-nominated candidates, while Rodina, the Rostov Party and the Civic Platform have victories in one constituency each.

Thus, "United Russia", despite the loss of seats in comparison with the previous convocation, retained a constitutional majority (two-thirds of the total number of seats in the State Duma).

"United Russia", as you can see, has gained the majority of votes, this ensures a constitutional majority.

But nevertheless, this is a smaller result compared to 2016, ”Pamfilova said.

Along with this, the counting of votes in the elections of the heads of the regions of Russia has been completed.

The current leaders of these subjects won them.

In the Ulyanovsk region, Alexei Russkikh gained 83.16% of the vote, in Chechnya, Ramzan Kadyrov was supported by 99.7% of those who voted, in the Tver region, Igor Rudenya enlisted the support of 52.33% of voters, in the Khabarovsk Territory, Mikhail Degtyarev was favored by 56.81% of those who came to the polls , and Vladislav Khovalyg, gaining 86.81%, was elected the head of Tuva.

In addition, Alexander Dyumin won in the Tula region, gaining 83.9% of the vote, Vyacheslav Gladkov - in the Belgorod region with 78.79%, Artyom Zdunov - in Mordovia with 78.26%.

In addition, Oleg Melnichenko (72.38%) won in the Penza region.

Ella Pamfilova, CEC Chairperson, noted that the official approval of the election results is scheduled for Friday, September 24.

At the same time, according to her, the turnout was 51.68%, which is "better than in the previous campaign."

As the secretary of the general council of the party Andrei Turchak said, "United Russia" won a clear and convincing victory.

United Russia has proved more than once that it knows how to respond to challenges and bear responsibility.

We are the only political force that sent all forces and resources to help people in the pandemic.

More than 100 thousand of our volunteers worked in emergency rooms and "red zones", transported doctors, delivered medicines and food, helped those in need.

At the federal, regional and local levels, we have implemented unprecedented measures to support families, ”Turchak said.

He also noted that the composition of the United Russia faction in the State Duma will be updated by more than half.

Recall that the federal part of the party's list was headed by Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov, chief physician of the city clinical hospital No. 40 in Moscow's Kommunarka Denis Protsenko, co-chair of the ONF central headquarters Yelena Shmeleva and children's ombudsman Anna Kuznetsova.

At the same time, the deputy secretary of the general council of the party, Sergei Perminov, noted that currently consultations are underway in United Russia in connection with the possible refusal of Shoigu and Lavrov from deputy mandates.

At the same time, the presidential press secretary Dmitry Peskov indicated that the head of state communicates with the ministers for working affairs "regularly and constantly": "I have no information whether they have notified the president, but in any case they themselves will tell about the decision."

He added that Vladimir Putin positively assesses the results of United Russia in the last elections: "United Russia had the task of confirming its leadership, this task has certainly been completed."

“For the president, of course, the main things were and remain the competition, openness and honesty of the elections, in this regard, we, of course, assess the very, very positive electoral process,” added a Kremlin spokesman.

Discontent with the Communist Party

The Communist Party of the Russian Federation was very successful in the last elections, said its leader Gennady Zyuganov during a press conference at TASS.

According to him, voters, “deep Russia first of all,” assessed the “full-fledged program, development budget and 12 key laws that will help the country get out of the systemic crisis” presented by the Communist Party.

At the same time, he noted that the Communist Party of the Russian Federation does not recognize the results of the remote electronic voting system, he called the DEG "a hack that can infect the whole country."

“We not only do not admit, we will ask, together with experts, to investigate all these facts, because this is unacceptable, especially since this is done directly in Moscow as the capital of our state,” he stressed.

In turn, the first deputy chairman of the Central Committee of the party, Yuri Afonin, added that the Communist Party of the Russian Federation would harshly raise the issue of non-recognition of elections in a number of regions of the Russian Federation.

Recall that in these elections, voters in seven regions (Moscow, Sevastopol, Kursk, Nizhny Novgorod, Yaroslavl, Murmansk and Rostov regions) could use the remote electronic voting system.

"Unprecedentedly high level of fakes"

For three days of voting, about 14 thousand false messages were recorded in the elections, said Alexander Malkevich, First Deputy Chairman of the Coordination Council of the Public Chamber of the Russian Federation (OP) for public control over voting.

“On the last day of voting, September 19, about 4 thousand false, misleading reports about the elections of the State Duma deputies were recorded, their number in total for three voting days was about 14 thousand. the expression of the will of the Russians, when cyber volunteers revealed 7 thousand fakes, ”TASS quotes him.

He recalled that from January until the first day of voting, 5 thousand fakes about the elections were revealed, their total number, thus, exceeded 19 thousand. According to him, the largest number of fakes were spread in the Telegram messenger and the service for creating and viewing short videos. TikTok.

“There was an active spread of fakes that the voters of St. Petersburg, who received four, and in some districts even five ballots for voting, made stuffing, although in fact they simply dropped their ballots into the ballot boxes.

This was the most common fake about stuffing.

In general across the country, the fake about KOIBs was the most widespread, when in the first two days home-based ballots were uploaded to KOIBs, it was presented as attempts at stuffing, ”added Malkevich.

At the same time, the chairman of the coordinating council at the Public Chamber of Russia for public control over voting, Maxim Grigoriev, said about "an unprecedented high level of fakes."

In turn, Ella Pamfilova called the cyberattacks on the CEC resources "unprecedented", stressing that they significantly complicated the life of the CEC.

Russia may impose sanctions on countries from which hacker attacks on Russian systems for elections to the State Duma came, said Federation Council Speaker Valentina Matvienko on the Sunday Evening with Vladimir Solovyov program.

“If there are grounds for this, I think it is possible to follow this path,” she said.

- The number of hacker attacks has increased significantly.

And to the CEC website.

And it is known, it is clear where it comes from.

Naturally, we will apply to these countries after the elections, let them figure it out. ”

As noted by the head of the Ministry of Digital Science Maksut Shadayev, about 50% of cyberattacks were carried out from the United States, 25% from Germany.
