Last week, a mini-summit on the Central African crisis was held in Luanda.
A roadmap was adopted by the International Conference for the Great Lakes Region (ICGLR) for the way out of the crisis in the CAR.

The first point of
the roadmap for a return to peace
in the Central African Republic is a prerequisite for the armed groups signatory to the 2019 peace agreement and having taken up arms by forming the
Coalition of Patriots for Change (CPC)
and attempted to overthrow authorities in January.
They must sign a formal declaration renouncing violence and returning to the peace accord.
The objective is for the armed groups to show their good faith, explains Foreign Minister
Sylvie Baipo Témon.

In this first step, for those who have registered their return, we will continue the process.
And demonstrate in the eyes of the world that there are some who are not at all for peace and in this case, we must together, take courageous and firm decisions.
I think the Central African authorities have shown their readiness to work for peace within a framework of dialogue, within a peaceful framework.

Exile of armed leaders?
Among the other novelties of this roadmap, the treatment applied to the rebels who decide to lay down their arms.

There is in this roadmap a dimension that has been added, it is cantonment.
Because if we disarm them, it is not to leave them in the environment in which they thrived.
They must be able to be demobilized for the DDRR program to be effective and above all effective.
