Adhere to laws and regulations, and in accordance with the "Law of the People's Republic of China on the Promotion of Private Education" and its implementation regulations, review and approve online institutions to ensure complete licenses and standardized operations.

Adhere to strict examination and approval, do not issue school permits for those who do not meet the requirements, and do not engage in paid subject training in any online manner without permission.

Adhere to coordinated governance, strengthen coordination and division of labor between departments, and simplify work procedures.

Before the end of 2021, complete the examination and approval of registered online discipline training institutions, and establish a corresponding supervision and management system simultaneously. Existing online institutions should suspend new enrollment and charging activities before obtaining school permits and related licenses in accordance with the law.

  The notice clarified that before the "double reduction" document is issued, the online disciplines for primary and middle school students that have been filed in accordance with the "Opinions of the Ministry of Education and other six departments on regulating the implementation of off-campus online training" (Jiaojihan [2019] No. 8) Such training institutions implement an approval system.

The Ministry of Education, in conjunction with relevant departments, clarified the basic requirements for the approval of online institutions. The provincial education administrative department will review and approve the online institutions in accordance with the unified requirements. After the approval is passed, the school permit will be issued, and the same level of civil affairs or market supervision departments Register as a non-profit or for-profit legal person respectively.

Subject online training institutions for students in the compulsory education stage are all registered as non-profit legal persons.

  The notice requires that all regions must coordinate the management of offline and online training outside the school, establish a collaborative work mechanism led by the education department and participation of relevant departments, properly formulate detailed work plans and emergency plans, and establish a sound normalized management and supervision system . The education administrative department takes the lead in organizing the comprehensive management of off-campus online training, making public complaints and reporting methods, and cooperating with the existing law enforcement teams of relevant departments to carry out network inspections and comprehensive law enforcement; the cybersecurity and informatization, public security, and telecommunications departments must provide a comprehensive training platform and application software (including APP) shutdown and removal.
