The head of the Supreme Committee for Medical Responsibility in the country, Dr. Abdul Razzaq Madani, stated that the committee receives between 50 and 60 medical complaints per month, in which the local health authorities have not reached a solution.

He stated that the committee has examined 460 complaints (grievances) since the beginning of this year, the majority of which are issued by the private sector, at 90%, compared to 10% for the government sector.

He said that the majority of complaints result from all kinds of surgeries and childbirth.

Madani explained to "Emirates Today" that the main reasons for the complaints and grievances received by the committee for decision are the unexpected death of a patient when performing a minor surgery, or the patient leaving with chronic injuries that cause permanent disability as a result of a medical error, or the negligence of a doctor.

He stressed that “most of the health problems whose owners submitted complaints were due to disappointing surgical results, which the committee aims to resolve within a month so that the owner can obtain an official document on which he can rely in his legal procedures if necessary, but the decision on the complaint may be a little delayed sometimes. Because of the incompleteness of the documents, or the delay in bringing together the two parties to the problem for any reason, and the committee’s need for a careful and careful study of the complaint, or if the opinions of the doctors investigating the complaint differ, as this requires a third party opinion, which may take additional time.

He stressed the need for the patient to obtain more than one opinion from a specialized doctor in the event that his treating doctor told him that he should perform surgery as a solution to his health problem, and that he should not take this step until after making sure that there are no other solutions unanimously agreed by the doctors, in order to prevent exposure to any health complications due to the doctor’s lack of experience, or misdiagnosed the condition.

He stressed that the committee carries out its work without influence from any external party, noting that in the event that a member of the committee is found to be related to one of the parties to the problem, or works in the same health institution, the member does not participate in the study of the case, and abandons his role to ensure the integrity of the medical opinion.

Madani pointed out that the committee investigates many complaints related to poor medical diagnosis, which results in unnecessarily severe harm to patients.

He explained that «the medical misdiagnosis cannot be included under the umbrella of medical errors except after reviewing the data on which the doctor relied in diagnosing the case, and determining his treatment plan.

If the data are sound and logical, the case is not diagnosed as a medical error.”

He said that the majority of health problems result from the doctor's lack of experience and inaccurate examinations, stressing that the doctor bears full responsibility if the patient experiences any serious complications.

Madani advised patients to consult more than one doctor in case they did not respond to the treatment given by the first doctor.

He called on anyone who is exposed to a medical error or negligence anywhere in the country to file an official complaint with the health authority to which he is affiliated.
