The resolution authorizes the Afghan Aid Group to continue to protect civilians, assist in humanitarian assistance, and ensure women's rights.

  Dai Bing, China’s deputy permanent representative to the United Nations, said after the vote that China welcomes the adoption of the resolution.

Dai Bing said that the current situation in Afghanistan is at a critical stage from chaos to governance. Although the war in Afghanistan has ended, the Afghan issue has not yet been resolved.

Power politics, military intervention and so-called "democratic transformation" are the root causes of the current situation in Afghanistan.

The hurried withdrawal of the United States and its allies has brought new problems to Afghanistan, and there are uncertainties in its future development.

Dai Bing said that we urge the countries concerned to learn from the lesson, earnestly assume their responsibilities, take the main responsibility for the reconstruction of Afghanistan, and provide economic, people's livelihood and humanitarian assistance.

  Dai Bing said that Afghanistan has established an interim government, but its domestic and foreign policies have not yet been finalized. The international community should implement the principle of “Afghan-led and Afghan-owned” and support the Afghan people’s independence on the premise of respecting Afghanistan’s sovereignty, independence and territorial integrity. Choose a development path, promote Afghanistan to finally form a broad and inclusive political structure, implement a moderate and stable domestic and foreign policy, pursue a neighboring policy of good-neighborliness, and respect the basic rights of minorities, women and children.

  Dai Bing said that there is a real risk of international terrorism gathering and rising in Afghanistan. The international community must continue to strengthen anti-terrorism cooperation and crack down on all terrorist forces including the "Eastern Iraq Movement", "Islamic State" and "Al Qaeda" organizations.

The Taliban have repeatedly promised not to allow any forces to use the Afghan territory to harm the security and interests of neighboring countries. We expect the new Afghan regime to fulfill its promises, draw a clear line with terrorist forces, adopt both symptoms and root causes, completely eradicate them, and prevent the terrorist forces in Afghanistan from becoming a disaster.   Dai Bing emphasized that half of the population of Afghanistan currently lives below the poverty line, 14 million people are facing a food crisis, and the situation of the new crown pneumonia epidemic is severe. China will provide emergency humanitarian assistance and donate vaccines to the Afghan people.

Dai Bing called on the international community to extend a helping hand to help the Afghan people tide over the difficulties, and support the United Nations to play a greater role in assisting and mobilizing humanitarian assistance.

  Dai Bing said that unilateral sanctions and the freezing of overseas assets have caused Afghanistan to face huge economic difficulties. We urge relevant countries to lift the freezing of Afghan assets as soon as possible.
