basic situation

  Qingyuan is an important area of ​​the ecological barrier in northern Guangdong. It is known as the "back garden" of the Pearl River Delta. The city has a population of 3.97 million and the amount of domestic waste generated is about 2850 tons per day.

As of the end of 2020, there are 8 waste landfills in service in the city, with a processing capacity of 2,350 tons/day (including emergency disposal capacity of 700 tons/day).

Qingyuan City does not pay enough attention to the disposal of domestic waste. The incineration and disposal projects are not well promoted, the leachate collection and treatment are not good, the water pollution of the landfill site, and the illegal dumping of garbage occurs frequently.

main problem

  (1) The construction of waste incineration facilities is lagging behind, and the landfill is overwhelmed

  In 2008, Qingyuan City began planning to promote the urban waste incineration project. In 2011, the project was included in the key tasks of the “Twelfth Five-Year Plan” of Guangdong Province, and it was required to be completed and put into operation by the end of 2015.

However, the project has been delayed again and again. After 12 years and 12 site selections, the main project will not officially start until July 2020, and the trial operation will not be ignited until June 2021.

Affected by this, the Qingshan Municipal Solid Waste Landfill in Qingyuan City has been overloaded for a long time. The actual daily processing volume is 1,100 tons, which exceeds the design capacity by 57%; the actual landfill volume is 4.13 million cubic meters and the design storage capacity is 270,000 cubic meters. The potential safety hazard is outstanding.

In March 2018, the Qingshan Landfill was fully closed. A large amount of waste was temporarily transported to Yingde, Fogang, Yangshan and other cities and counties for emergency treatment. Surrounding cities and counties bring greater environmental pressure.

The landfill has been fully stocked and out of operation, a large amount of leachate has accumulated in the plant area, and the environmental safety hazards are outstanding.

  The 8 county-level domestic waste landfills in Qingyuan City produce about 1,800 tons of leachate per day, but the processing capacity is only 1,400 tons per day, and the actual processing volume is only 1,194 tons per day.

Due to the serious shortage of actual processing capacity, the number of illegal outbound transportation and on-site storage is huge.

Since 2018, Sinotrans has processed a total of 551,000 tons, and has accumulated 143,600 tons so far.

  Among them, the amount of leachate produced in the Qingshan landfill site is 1,100 tons/day, and the actual treatment capacity is only 500 tons/day.

Due to insufficient processing capacity, 37,000 tons of leachate were accumulated in the site, and the five large and small collection ponds surrounding the landfill were all filled. Recently, two new collection ponds had to be built outside the landfill.

At the same time, the landfill has used tank trucks for a long time to transfer the leachate illegally to multiple urban sewage treatment plants for treatment.

Since 2018 alone, a total of 384,000 tons of leachate have been transported. At present, about 500 tons of leachate are transported to urban sewage treatment plants for treatment every day.

The on-site inspector found that the waste water collection of the landfill was not perfect, and the landfill area had multiple leaks in the film. The ammonia nitrogen concentration of the drainage outside the flood ditch was 69.2 mg/L, which exceeded the water pollutant discharge limit of the domestic waste landfill by 1.77 Times.

After the inspectors were stationed, the local government hurriedly built a membrane treatment facility to treat wastewater from the leachate treatment station.

  In addition, 5 out of the 8 landfills in Qingyuan City have the problem of groundwater exceeding the standard. Among them, the anti-seepage membrane of the landfill area of ​​the Fogang County Landfill in March 2020 was damaged, and the groundwater was seriously polluted. In July, on-site monitoring revealed ammonia nitrogen. The concentration is still as high as 47.6 mg/L, which is 94.2 times higher than the groundwater level III standard.

  (3) Illegal dumping incidents frequently occur, and rectification and handling are perfunctory and perfunctory

  In recent years, there have been many cases of illegal dumping of domestic garbage in Qingyuan City, and 121 dumping cases have been discovered since 2018.

Some household garbage is often dumped in the fields, pits and mines together with construction garbage, industrial garbage, and industrial sludge.

In July 2019, Liwei Rock Field, Longtang Town, Qingcheng District, Qingyuan City, borrowing the name of land reclamation, dumped a large amount of domestic waste and industrial waste plastic waste into construction waste. It was not stopped until the media exposed in August 2020. The accumulated amount of garbage dumped exceeds 600,000 cubic meters.

Affected by the pollution of landfill leachate, more than 100,000 cubic meters of pit water on the east side of the dumping area was yellow-green, emitting a distinct odor, and the chemical oxygen demand and ammonia nitrogen concentration in the water body were as high as 411 mg/l and 56.2 mg/l, respectively. Surface water is 19.6 times and 55.2 times the standard of Class III.

It was not until April 2021 that Longtang Township began to be renovated, and the disposal was completed before the inspectors moved in.

In April 2021, during the unannounced investigation by the inspection team, the contaminated mine water in the Levi Quarry was photographed by a drone. The water body was yellow-green, emitting a strong smell.

  In March 2020, Jiuyu Village, Shijiao Town, Qingcheng District, leased more than ten acres of arable land, illegally accepting domestic waste, construction waste, industrial sludge and other mixed solid waste to be dumped on the spot, totaling about 40,000 cubic meters.

After the media exposure at the end of 2020, the local government and relevant departments did not seriously track down the source of waste dumping, nor did they assess the dumping site. They only dug more than 500 tons of waste from one corner of the site for transfer and treatment, directly covering the soil and regenerating greenery, causing strong surrounding people. dissatisfied.

Cause Analysis

  Qingyuan City does not pay enough attention to the disposal of domestic waste, lack of determination, and few methods. There are many problems in domestic waste disposal.
