This is what the reporter learned on the 15th from a teleconference on improving the two subsidy policies for the disabled held by the Ministry of Civil Affairs, the Ministry of Finance, and the China Disabled Persons’ Federation.

  It is understood that in 2016, the State Council required the establishment of a comprehensive living allowance for the disabled and a subsidy system for nursing care for the severely disabled.

As of the second quarter of 2021, the system has benefited 11.98 million people with disabilities and 14.813 million people with severe disabilities, effectively alleviating the basic life difficulties and nursing difficulties of the disabled.

However, in recent years, there have been shortcomings in dynamic adjustment mechanisms and precise management in some places, which have affected the effect of policy implementation.

To this end, the Ministry of Civil Affairs, the Ministry of Finance, and the China Disabled Persons’ Federation issued a special document to further improve the two subsidy systems for the disabled, and held meetings to conduct special arrangements.

  In terms of improving the dynamic adjustment mechanism, the three departments stipulated that the standard of living allowance for disabled persons with disabilities should be determined with reference to a certain proportion of the basic living expenses of local disabled persons and the additional expenses of clothing, food, housing and transportation due to disability; the standard of nursing subsidies for severely disabled persons should be determined by A certain percentage of the cost of basic care expenditures such as the purchase of nursing products and nursing services for the local disabled is determined.

  In addition, in terms of strengthening the regular review mechanism for subsidies, the three departments have made it clear that the civil affairs department of the provincial people's government, in conjunction with the provincial Disabled Persons’ Federation, will review the subsidies and the status of subsidies at least once a year, and coordinate the implementation of the review results and rectification.

In terms of improving the management of relevant certificates of persons with disabilities, the three departments require that before the expiry of the certificate of the disabled, the Disabled Persons’ Federation should remind the disabled to renew the certificate of the disabled 6 months in advance.
