The negotiation of the Generalitat's budgets is always a

litmus test for the stability of the Valencian Government

. But this year, with the entry into the Council of a new actor -the newly appointed second vice president by United We Can, Héctor Illueca- and the runrún of an electoral advance -Presidency insists on denying it-, the necessary procedure was already presumed more tense than never. The problem, that everything has been blown up before even starting that negotiation.

The Ministry of Finance had decided to put the bandage before the wound and this Wednesday its owner, Vicent Soler, announced separate meetings with the vice president and leader of Compromís,

Mónica Oltra

, and with

Illueca

himself

. Although both meetings were scheduled for this Thursday, finally Oltra's - which she herself had sued - was canceled at the request of her department. In this case, there is no scheduling problem, but a full-fledged declaration of war. One more time.

According to the sources consulted,

Oltra had long ago requested a meeting with Soler

to address the budgets.

As this newspaper has learned, the meeting was agreed at the end of last week for this Thursday, with the news in addition to spreading its call among the media.

However, the surprise in the department of Oltra occurs when the Ministry of Finance itself communicates to the media that after Oltra there will be an appointment with Illueca.

It is then that the Oltra team communicates to the Soler team that for the moment there will be no meeting, knowing that the appointment with Illueca was closed this Wednesday at the last minute.

The sources consulted, therefore, speak of an attempt by the Treasury to

disparage the meeting with the vice president

.

It must be borne in mind that these meetings were held with a view to closing this Friday of the deadline that the ministries have to communicate what their budgetary needs are for 2022. That is, how much money each one wants. From there, the negotiation begins.

However, as this newspaper advanced,

Compromís aspired this time to a radical change in the way the

Treasury

draws up budgets

. The complaint in the Oltra environment was that the last six budgets of the Generalitat had been negotiated by the Treasury as if the Botànic were a one-color Executive, that is, without a prior political pact between all the partners of what those budget lines should be. In short, the negotiation was face to face with each Ministry without anyone knowing at the end (except Soler) how much money was falling to the next person.

We must not forget Oltra's monumental anger last year, when she found that the minister had sent accounts to the Cortes that were not exactly what had been agreed with her.

To all this must be added that the negotiation of the accounts was already complicated by the new coordinates for 2022. The Treasury assumes that there will be a

"limited growth of own resources"

.

And this, together with a reduction in the spending ceiling from 1.1 to 0.6% of GDP (the reference rate, yes), does not invite an overly expansive budget.
