The Head of State detailed all the measures intended to improve the functioning of the police and gendarmerie forces, as well as that of the judiciary.

The tenant of the Elysée unveiled measures to simplify legal procedures, the increase in the budget of the Ministry of the Interior as well as the creation of a parliamentary delegation to control the police.

Simplification of procedures

In front of an audience of police officials, Emmanuel Macron announced that he wanted to simplify the criminal procedure. The Head of State also declared that he wanted a "drastic simplification" of the conduct of investigations, a reform which will have to be clarified within the framework of the Estates General of justice, the opening of which is planned soon. It is necessary "to rethink the great balances of the criminal procedure", added the Head of State in Roubaix, asking the Minister of Justice Eric Dupond-Moretti to propose to him "within three months", "very concrete measures ". Emmanuel Macron also announced the establishment of a digital criminal procedure. Online complaint filing will be implemented from 2023.

To simplify procedures and unclog police stations, Emmanuel Macron announced the removal of reminders of the law, whose ineffectiveness he denounced.

Two fixed criminal fines will also be implemented against unlawful occupation of building halls and communal land.

Creation of a parliamentary delegation

Emmanuel Macron also announced the creation of a parliamentary delegation responsible for monitoring the actions of the police from outside and independently, confirming information released by Europe 1 on Monday.

This new parliamentary delegation will be made up of deputies and senators, specialized in these issues on a permanent basis.

The IGPN, for its part, is not abolished.

Increase in the interior budget

The Head of State also confirmed the drafting of a programming and orientation law for internal security (Lopsi), which will be presented in early 2022. The budget of the Ministry of the Interior will be increased by 1.00%. 5 billion euros in 2022. Of this total, 500 million euros will be dedicated to the implementation of the measures decided upon at the end of the Beauvau de la sécurité.

Macron also announced that he wanted to "double over ten years" the presence of police and gendarmes on the ground.

Pedestrian cameras, they will be generalized. "We have nothing to lose with transparency," said Emmanuel Macron, who explained that the objective was to equip all patrols with at least one pedestrian camera. The vehicles will be equipped with on-board cameras by 2023.
