Those who do not want to be vaccinated against the corona virus will have a harder time in Hesse in the future.

That is the unspoken but unmistakable message that went out on Tuesday from the Wiesbaden State Chancellery.

Prime Minister Volker Bouffier (CDU) announced changes to the continued payment of wages.

Workers who have to go into quarantine because they have not been vaccinated should no longer receive any compensation in the future.

According to the Federal Infection Protection Act, such payments could be made if absence from work was unavoidable, explained Bouffier.

But there is no entitlement to the money.

If someone cannot work because he does not want to use the available vaccination options, he must not become a financial burden for the general public, said Bouffier.

However, this has not yet been definitively decided.

"We want to give people time so that they can think things through carefully." Anyone who now decides to be vaccinated twice will need several weeks.

That is why the regulation is not expected to apply until November 1st.

The incidence of new infections is no longer critical

The Corona cabinet has committed itself to the "system change" that Bouffier had already promised last week. "Things have changed," noted Bouffier. That is why Hessen is following the new federal guidelines. From Thursday onwards, the incidence of new infections is no longer the decisive indicator for protective measures. Instead, it should primarily depend on the situation in the hospitals.

The so-called hospitalization incidence indicates how many people per 100,000 inhabitants were admitted to a Hessian hospital due to corona disease in one week.

Health Minister Kai Klose (The Greens) called the current value 2.5 on Tuesday.

If it exceeds eight or the number of intensive care patients is over 200, the first stage of the new escalation concept has been reached.

Stage two occurs when the hospitalization incidence increases to more than 15 or 400 Covid-19 patients are in intensive care units.

3G specification is canceled for outdoor use

Bouffier reported that the Corona Cabinet deliberately did not specify exactly which measures should then be taken in the new version of the protection ordinance that had been adopted. However, it is conceivable, for example, that an antigen test is to be submitted for the various purposes instead of a simple and inexpensive rapid test. The head of government recalled that the tests will no longer be free from October 11th.

As expected, it was decided that organizers and private operators will have the opportunity from Thursday to only admit those who have been vaccinated and those who have recovered.

In this case, spacing rules and mask requirements can be dispensed with.

The Union politician rejected the public criticism that politics with the 2G model were passing the decision on to the citizens: “We are not pushing anything on anyone.

We open up possibilities. ”The 3G requirement, which equates vaccinated, convalescent and negatively tested people, is generally deleted for outdoor areas.

Negative evidence is only required for events with more than 1000 participants.

Masks are still required in local public transport.

Nothing will change in schools and daycare centers either.

Opposition criticizes resolutions

The opposition in the state parliament criticized the resolutions. The 2G option is the wrong way, said the head of the FDP parliamentary group, René Rock. There is no reason, for example, in restaurants, at the hairdresser's or in cultural establishments to link it to the fact that only those who have been vaccinated and those who have recovered have access. "It is extremely problematic to exclude people who prove with a negative test result that they are not infectious, that is, that they do not pose a risk."

The left-wing parliamentary group opposed the planned restrictions on continued wages. In order to know whether an employer can apply for wage replacement benefits for an employee, he must know his vaccination status in the future. There is no constitutional basis for this. The AfD spoke of a “further step towards a two-class society”. "Instead of finally deciding on permanent relief for everyone, an indirect compulsory vaccination is being promoted." That is an indictment of a free democracy.
