On Tuesday, September 14, members of the United Russia party submitted to the State Duma a bill to abolish the mandatory technical inspection for personal cars and motorcycles.

The document was prepared by the First Vice-Speaker of the Federation Council, Secretary of the General Council of United Russia Andrei Turchak, head of the United Russia faction in the State Duma Sergei Neverov, Chairman of the State Duma Committee on Transport and Construction Yevgeny Moskvichyov and Head of the Federation Council Committee on Economic Policy Andrei Kutepov.

“The initiative applies only to individuals and will reduce the number of technical inspections from 30 to 6-8 million per year.

The document received the support of the government and can be adopted by the end of this year, ”the party's press service said.

According to the "United Russia", the issue of passing a vehicle inspection affects every third resident of the country.

There are about 49 million cars and motorcycles in the Russian Federation, of which 27 million are under 10 years old.

According to current regulations, regular technical inspection is mandatory for vehicles that have been manufactured four years or more since their release date.

According to the press service of the lower house of the Russian parliament, MOT will remain mandatory only in case of registration, change of owner, change in the design of the car or replacement of its main component.

"The owner's obligation to exclude a technically faulty car from operation follows from the provisions of the road traffic regulations of the Russian Federation (the driver of a vehicle must check and ensure its good technical condition on the way), regardless of the fact of passing a technical inspection," the explanatory note says. ...

The document also notes that the share of accidents involving cars and motorcycles with technical malfunctions, but at the same time having OSAGO policies, is very small - 1.1% and 0.7%, respectively.

In addition, since Russia is a party to the Vienna Convention on Road Traffic, technical inspection will also remain mandatory for buses and trucks with a maximum weight of over 3.5 tons, as well as trailers for them.

Deputy Chairman of the State Duma Committee on Transport and Construction Vladimir Afonsky, in an interview with RT, called the current rules for technical inspection morally obsolete.He also noted that maintenance remains mandatory for commercial vehicles, which is really important.

“That is, for buses, trucks, it is preserved, because it is necessary to ensure the safety of group transportation of citizens, and, of course, heavy transport.

While maintaining the mandatory technical inspection when changing the owner, we will ensure the proper condition of the car, and, accordingly, the safety of all road users, which, in my opinion, is also extremely important.

These changes in the rules for passing a technical inspection are long overdue.

Therefore, this initiative can and should be welcomed and supported.

In my opinion, car owners will well accept these changes in legislation ... It is a very complex and important bill for the entire automotive community, ”the parliamentarian explained.

Note that back in June, the Ministry of Internal Affairs of the Russian Federation proposed to make the procedure for passing the technical inspection of cars not mandatory, but voluntary, since the drivers themselves are interested in the serviceability of their vehicle.

In addition, the Ministry of Internal Affairs proposed to reduce the cost of compulsory motor third party liability insurance and transport tax for drivers who voluntarily underwent technical inspection.

"The initiative of the Ministry of Internal Affairs regarding the voluntariness of passing the technical inspection will enable car owners to assess the condition of their vehicle in comfort conditions, which in turn will allow in the future to reduce the number of accidents due to technical malfunction of cars," explained the head of the traffic police Mikhail Chernikov.

On August 22, a law on the abolition of compulsory technical inspection of vehicles for registration of OSAGO came into force in Russia.

Car owners can buy policies without going through diagnostics from August 29.
