Sustainable Mobility Ordinance

approved this Monday by the Plenary of the Madrid City Council is something more than the rule that will replace Central Madrid -tumbered by the courts for important defects of form-.

Will I be able to enter Central Madrid when the Carmena regulation declines and the ordinance enters into force?

No. The new

central district

low emissions zone

will maintain almost all the restrictions of

Madrid Central

, which has been overthrown by the courts.

You will not be able to cross the center without parking in a concerted car park or without a resident having requested authorization.

The registered persons will be able to enter with their vehicle as before, as long as it has an environmental label and is authorized to do so.

Will there be a legal vacuum from when Madrid Central stops working and until the ordinance enters into force?

No. The Mobility Ordinance was approved by Plenary and will be published in the Community Bulletin probably this Friday.

Central Madrid will decline at that very moment, which will not allow time for the decision of

the Superior Court of Justice of Madrid

that annuls it to be final.

The cameras will not fine during a transitory period of two months after the approval of the regulation, because the law obliges to do so, but the mobility agents and the Municipal Police will be able to do so.

Are there any changes to the old Central Madrid?

The rule maintains the fundamentals of Central Madrid, with minimal changes.

who work in the area, who may have up to three vehicles authorized to enter the Center for each commercial activity.

Will there be more low-emission zones in addition to Centro?

explains that the entire capital will become a low-emission zone as of January 1, 2022, because from that moment on it will begin to restrict -each year to more areas- the entry into Madrid of

vehicles without a label

, the most polluting, which do not belong to Madrilenians registered in the capital.

From January 1, 2025, the circulation of unlabeled cars throughout Madrid, including those of residents, will be prohibited.

In addition, the Mobility Ordinance creates the low-emission area of

Plaza Elíptica

, the most polluted area of ​​Madrid, where cars without a tag will not be allowed to enter as of December.

Does the ordinance include more changes in the circulation in Madrid?

The regulation modulates traffic in the capital and reduces the maximum speed allowed in some cases.

For example, it restricts

the maximum speed on single-lane roads without a pavement separating platform

to

20 kilometers per hour

or

15 km / h

if there are no bollards between the road and the curb.

On roads with two lanes in each direction, the one on the right will generally have a maximum speed limit of 30.

Will there be changes to the Regulated Parking Service (SER)?

Fundamentally, it will be extended to

20 new neighborhoods

, as long as the corresponding municipal council agrees after consulting the neighbors.

The reservation of resident places will be expanded from the current 75% to 80%.
