His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, stressed that the UAE, under the leadership of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, is on the cusp of major developments and achievements as it enters the next fifty, armed with the cards of its sons, their minds and values. And the principles that have arisen since its establishment, as it set a clear path for the next stage by adopting 10 national principles that represent the strategic path of the state in its next development cycle, in the political, economic and internal development fields.

This came during His Highness presiding over a cabinet meeting held at Qasr Al Watan complex in Abu Dhabi, in the presence of Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs. The Council issued a number of decisions and initiatives aimed at continuing the development of the government work system in a way that contributes to enhancing the leading position of the state.

During its session, the Council of Ministers approved the ten principles of the UAE for the next fifty years and based on them in the work of the government, its plans and programs during the next stage.

The 10 principles represent a reference for all institutions in the UAE to strengthen the pillars of the union, build a sustainable economy, harness all resources for a more prosperous society, and develop regional and international relations to achieve the interests of the higher state and support the foundations of peace and stability in the world.

During its session, the Cabinet reviewed the mechanisms for implementing the federal national program to support the private sector “Nafis”, which comes within the second package of the “50 projects” aimed at supporting and strengthening the national economy and achieving a qualitative developmental shift in the UAE, where the national program includes 13 initiatives and programs to achieve a target. Absorption of 75,000 citizens in the private sector during the next five years, at an average of 15,000 jobs annually.

His Highness Sheikh Mohammed bin Rashid Al Maktoum directed, during the meeting, to work to unify efforts in the public and private sectors to accelerate the implementation of projects and translate them on the ground. His Highness Sheikh Mohammed bin Rashid said: "We have adopted a policy of research and development governance and the establishment of a council headed by my brother Abdullah bin Zayed. The goal is a national knowledge system that supports our economy and society and enhances our country's position as a global center for science, technology, research and development."

The policy aims to establish a mechanism at the national level to unify the data of research and development activities in the country, monitor its performance and determine its economic and social impact, by providing accurate data related to research and development and facilitating the process of its investigation and analysis through a central mechanism that captures this data, and building capacity in the field of monitoring the performance of research and development activities research and development, and support its economic and social impact.

Among the council’s tasks is building a framework of partnerships between sectors and bodies concerned with research and development at the local, regional and international levels, to raise the level of participation, exchange experiences and knowledge in the various fields of research and development, follow up their implementation, and evaluate the research and development environment in the country.

The Cabinet also approved the policy of youth empowerment in the federal government, which comes as a continuation of the process of supporting and empowering young people in the country, and giving them the opportunity to show their best effective skills and energies to build the country's future, in a way that supports future goals and strategies.

The policy will develop a comprehensive system to be applied to all federal entities, with the aim of promoting and monitoring the implementation of youth empowerment practices in federal entities, as this system is the first of its kind in the world to institutionalize youth empowerment, documenting the UAE’s pioneering experience in setting the foundations and standards for youth empowerment.

Through the policy, the level of support and empowerment of young people working in the federal government will be measured and evaluated, and through the development of a guideline for implementing the system and measurement tools to classify and honor these entities one year after the implementation of the guide.

The Council of Ministers agreed to issue a federal decree for the state to join the agreement to establish the International Vaccine Institute, in a step that would enhance the state’s role and contribution in the field of public health protection and global research to provide vaccines to combat dangerous diseases.

The council reviewed the report on the achievements related to the decision to establish the National Center for Health Research, and the latest developments in the work of the center, which was announced with the aim of developing the national strategy for health research in the country to organize research.

Competition Organizing Committee

The Council of Ministers approved the re-formation of the Competition Regulatory Committee, which is responsible for setting policies and plans to regulate competition in the country, and to propose general policy, legislation and procedures to protect competition.

The re-formation of the Competition Regulatory Committee contributes to enhancing its role in ensuring the development of the competition system in the country by establishing and developing principles of fair competition in line with international best practices, in addition to taking into account the challenges of the current stage.

Combating the financing of terrorism

The Cabinet approved the amendment of the Federal Law on Countering Money Laundering Crimes and Combating the Financing of Terrorism and the Financing of Illegal Organizations, in order to support the State’s efforts in combating money laundering and related crimes and the financing of terrorism and illegal organizations, and to raise the level of the State’s commitment to relevant international recommendations and treaties.
