Meanwhile, Federal National Council deputies and Emiratisation experts stressed that the initiatives launched by the government, especially the Nafees program, will push employers to race to recruit national cadres to benefit from their expertise and the financial and training support provided to them.

In detail, members of the National Council and Emiratisation experts commended the initiatives to promote Emiratisation in the private sector, which were announced by the government, as part of the second package of the "50 projects", especially the Emirati Cadres Competitiveness Council, which will be responsible for implementing the government program to support the absorption of citizens in the private sector. According to a reading conducted by "Emirates Today" in the material benefits expected from the "Nafis" program for young citizens who will join the work "under training" in the private sector, the government will bear 96,000 dirhams for the cost of training for each "university" citizen in the private sector for a whole year. A monthly salary of 8000 dirhams, and 78,000 dirhams annually for a citizen with a diploma, at 6,500 dirhams per month, in addition to 36,000 dirhams annually for each citizen holding a general secondary certificate, at 4,000 dirhams per month.

With regard to support for the salaries of citizens in the private sector, 300,000 dirhams were allocated in support of each "university" citizen working in the private sector, so that this amount is divided monthly over five years, to be added to the monthly salary of 5,000 dirhams, and 240,000 dirhams are allocated. In support of every citizen who holds a diploma and works in the private sector for a period of five years, at the rate of 4000 dirhams per month, in addition to supporting a citizen who holds a secondary certificate and works in the private sector with 180 thousand dirhams, at a rate of 3000 dirhams per month above the salary he receives.

The First Deputy Speaker of the National Council, Hamad Ahmed Al-Rahoumi, stressed that “Nafis” aims to encourage major companies and institutions in the private sector to attract talents and national competencies in the country, who hold university degrees, so that they invest in them and provide them with the opportunity to explore job prospects and gain quality experiences and skills. The program also seeks to encourage citizens to join the private sector.

He added to "Emirates Al-Youm" that "the council has often presented visions, proposals and plans to deal with the Emiratisation file in the private sector in particular, which were in fact a reflection and outcome of discussions and public meetings with specialists, and today I see that the state leadership has finally reached a wonderful vision and a decisive mechanism for Emiratisation in private sector".

Member of the Federal National Council, Obaid Khalfan Al-Ghoul Al-Salami, supported him, stressing that the 13 government projects package is heartening because its focus is to support the citizen and activate his role in the private sector.

He suggested starting to develop and monitor an evaluation of the private sector, similar to the annual evaluation of government services, to ensure the implementation of leadership orders to the fullest, and to stimulate a spirit of competition between companies, and to present annual awards as a prize for the best Emiratisation and employment agency.

The Executive Director of the Emirates National Talent Development Program, Issa Al Mulla, stated that the state dealt with the Emiratisation file, from the perspective of the private sector, which looks at things through profit and loss accounts.

Al-Mulla said that during the previous periods, the majority of employers considered that the employment of a citizen represented a financial burden compared to a non-citizen who did not need an insurance account and a minimum salary, although the citizen represented an added value for employers, which was confirmed and proven by recent government measures. The citizen is of great importance within the private sector.

He added, "What is currently required from the private sector is to quickly respond to government initiatives, and to move towards benefiting from them, especially since it has now ensured the presence of a qualified national cadre at the highest and stable level, at a material cost that does not exceed non-citizens."
