The surcharge is levied on the basis of time and fuel consumption, which means that vehicles do not get on the expressway, and even tolls and road maintenance fees must be paid during the suspension period, which brings a heavy economic burden.

However, the inspection team learned that, as of now, the platform transformation work has not yet ended, and network outages and data errors often occur.

In some places, in order to ensure the treatment rate of local hospitals, etc., the referral rate in different places is restricted, more preconditions are set for the handling of referral procedures, and the flow of patients is restricted, which has caused a lot of complaints from the masses.

  The supervision team recommends that Anhui Province comprehensively investigate and rectify the outstanding problems in the settlement of medical treatment in different places in all cities within its jurisdiction, accelerate the improvement of the direct settlement platform for medical treatment in different places, actively expand the channels for medical referral and transfer, optimize the process of medical treatment in different places, and effectively improve the masses’ Satisfaction and sense of acquisition.

  In response to the problems discovered by the inspection team, the person in charge of the relevant departments of Hainan Province stated that they would carefully investigate various problems in the collection of traffic surcharges, further improve the collection mechanism, and effectively solve the problem of insufficient precision, fairness, and inadequacy of economic and social development. The situation and other issues provide a more relaxed and convenient operating environment for the freight logistics industry.

The medical insurance departments of various regions in Anhui Province expressed that they will continue to deepen the reform of "decentralization, management and service" of medical insurance, accelerate the direct settlement of medical treatment in different places, and truly realize the "online" and "handheld" medical insurance services.
