The reporter combed through the 7 typical cases reported in this report and the 40 typical cases reported in the second round of the third batch of notifications, and found that the occurrence of responsibility idling is the highest, and most of the cases have problems such as weakening of the main responsibility, lack of daily supervision, and discounts in implementation requirements.

  What's more, they try to pass the inspection and assessment by falsifying data, fabricating materials, and man-made interference monitoring.

In order to meet the water quality assessment requirements, Tonghai County, Yuxi City, Yunnan Province, under the pretext of enhancing hydrodynamics and increasing water circulation, constructed 5 extended drainage pipelines from 1.5 kilometers to 4.5 kilometers long into the lake to transport ecological water replenishment and the effluent from some water quality improvement stations to the water quality The area near the monitoring point dilutes the concentration of pollutants in the water body, interferes with water quality monitoring and sampling, and creates the illusion of improvement of the water quality of Qilu Lake.

  The same exists for short-term economic growth at the expense of the ecological environment, which opens the door to corporate violations of laws and regulations.

Jiexiu, Pingyao, Lingshi and other counties (cities) of Jinzhong City, Shanxi Province, regardless of water resources and environmental carrying capacity, have blindly launched multiple high-polluting, high-water-consumption, and high-energy-consumption coking projects without the approval of legal procedures Inadequate supervision and even tacit connivance have led to a severe situation in local air pollution prevention and control, and the current situation of water supply is not optimistic.

  Among the 47 cases, some were "old faces" that appeared in the first round of central ecological and environmental protection inspections and "look back". Some rectifications were not in place or the progress was lagging behind, and some rebounded after rectification.

  In the Ningyang Chemical Industry Park, Tai'an City, Shandong Province, the inspection team found that the first round of the Central Ecological Environmental Protection Inspector pointed out that the problem of unlawful discharge of industrial waste water from enterprises in 2017 remained, and the local area reported the completion of the rectification without completely solving the problem of public reporting; During the inspection, the people reported that the smelter of Daye Nonferrous Metals, a subsidiary of China Nonferrous Mining Group, was seriously polluted. The local government and relevant departments have interviewed or sent letters to urge rectification 7 times since 2017, but the company only used iron powder to the sedimentation tank. "Rectification" with emergency measures for hydrogen peroxide has not solved fundamental problems such as irregular facility construction and old and damaged rain and sewage pipe networks.

  Why is it difficult to get rid of the above-mentioned chronic diseases?

"The root of the problem lies at the ideological level." The relevant person in charge of the Disciplinary Inspection and Supervision Group of the State Supervision Commission of the Central Commission for Discipline Inspection in the Ministry of Ecology and Environment told reporters that some places have not firmly established the concept of ecological civilization, focusing on development and neglecting protection, and blindly pursuing GDP growth. Companies with outdated production capacity and heavy pollution have adopted an "ambiguous" attitude. They have loosened and soft supervision and enforcement of some "big taxpayers", and provided convenience for their pollution activities, while indifferent to the demands of the masses.

  “Insufficient attention is paid to the central ecological and environmental protection inspectors, there is a fluke mentality and a state of care, thinking that'inspectors are a gust of wind', and everything will be fine if the inspection team is sent away, so they acted and walked through the scene during the rectification."   Some cadres are subjectively afraid of difficulties, and they dare not act hard, resulting in not many methods, inadequate measures, and inadequate advancement.

  In addition, part of the rectification work is anticlimactic and even "drawing drawers". The crux of the problem is that the level of institutionalization and standardization is not high, and the long-term mechanism is not sound.

  The construction of ecological civilization is a fundamental plan for the sustainable development of the Chinese nation, and the implementation of relevant policies cannot tolerate any flexibility or discounts.

All localities regard accountability as an important starting point for rectification and reform, forcing the full implementation of the responsibility system of "party and government with the same responsibility, one post with two responsibilities" for ecological environmental protection.

According to reports, the first round of inspectors and "look back" handed over a total of 509 accountability issues, and more than 6000 leading cadres were held accountable; the second round of inspectors notified cases and related discipline inspection and supervision agencies are proceeding with accountability work in an orderly manner. The transfer of accountability for the two batches of inspectors has basically been completed.

  Taking the Qilu Lake issue as an example, the Yunnan Provincial Commission for Discipline Inspection initiated the case and used the direct investigation mechanism to send a special supervision and inspection team to the site to understand the situation, and held accountability for 6 responsible units and 29 related responsible persons.   In order to promote the continuous deepening and implementation of inspection and rectification, the Central Ecological Environmental Protection Inspection Office took the lead in improving relevant systems, establishing three types of lists of key rectification tasks, full-scale rectification tasks and industry issues, regularly carrying out checklist scheduling, and supervising key rectification tasks on-site. And through the establishment of a regular report and spot check system, strict acceptance and sales number system, conduct supervision interviews and special inspections, and implement inspections "look back" and other measures to ensure the implementation of rectification.
