Libya: the head of Parliament promulgates the electoral law on the presidential election

Aguila Saleh, the head of the Libyan parliament on Thursday, September 9, ratified an electoral law allowing the organization of the presidential election.

This law is made up of 77 articles and specifies the election mechanism, the conditions for standing and the prerogatives of the next president.

Above all, they allow citizens to choose their president by direct popular suffrage.

Last month, in a stormy session, the Libyan Parliament already approved this law governing the presidential election. Libya must quickly finalize the legal framework supposed to pave the way for the general elections scheduled for December 24, and according to parliamentary sources, discussions are still ongoing regarding the law for the legislative elections. They would be "

" according to Jan Kobis, the UN special envoy to Libya. 

Only one hundred and three days separate the Libyans from the electoral deadline.

" said Josep Borell, the head of European diplomacy, Wednesday during his meeting with the head of the Libyan parliament.

He called on Parliament to “ 

do its job 

” and “

 take concrete action

 ”.

The law stipulates that candidates must be graduates, have a clean criminal record, have 5,000 signatures and not have dual nationality or have a spouse of foreign nationality.

If they are senior officials, they must resign from their posts three months before the date of the elections.

The signing of this law, however, arouses criticism from Islamists, particularly with regard to the conditions of eligibility of candidates.

Some officials in western Libya accuse Aguila Saleh of wanting to pave the way for Marshal Khalifa Haftar or Saif al-Islam to run.
