All countries have the right to conduct exercises, but they are also obliged to comply with transparency obligations, she said.
She noted that NATO has not yet been invited to observe the exercise.
Earlier, the opening ceremony of the Russian-Belarusian exercises "West-2021" was held in the Brest region.
