  • Waste, Rome saved from the emergency

08 September 2021The Rome commissioner on waste by the Lazio Region is approaching.

The TAR of Lazio has in fact rejected the appeal of the Campidoglio which asked to suspend the resolution of last May with which the Council led by Nicola Zingaretti gave Rome Capital two months to identify the areas where the landfill and the tmb necessary for the city to be built. close the waste cycle, otherwise we would have proceeded with the appointment of a commissioner.



The two months passed without any determination on the part of the Giunta Raggi, which however a few days before the expiry of the term had challenged the resolution to the TAR which today rejected the appeal considering "the existence of an objective emergency situation which, as already noted with sentence no. 6274 of 2021, requires the involvement of all the bodies responsible for looking after the interests of the sector and found that the documents are non-existent ". 



The administrative judge's decision also came on the "basis of an assessment of the precautionary phase, of sufficient reasons of fumus boni juris with regard to the complaints relating to the Commissioner which, in any case, is not yet concretely disposed". 



The president of the Region, Zingaretti, is therefore about to prepare the order that will require the administration to immediately indicate the site of the landfill in the capital. 


"Once again through the commissioner - which will serve to define the plant plan - we will take on the responsibility of addressing and solving the problems of our capital", says Zingaretti announcing the measure that arrives in the middle of the electoral campaign and is the final act of a clash that has been going on for months. "The TAR confirms what we have argued as a regional council in recent months: the dramatic problem of waste in Rome was produced by the inability and foolish management of the cycle by the mayor Raggi and the municipal administration which is in default of its own competences . We want clean Rome and less taxes for the Romans ".



But the mayor Virginia Raggi promises that she will challenge a possible act of the Region because "there will never be a landfill in Rome, there are no suitable sites". 



The administrative judges, after having rejected last April, judging illegitimate the instrument initially chosen by the Region to proceed to the commissioner - that is the urgent and contingent ordinance -, now reject however the appeal of the Capitol after the Region has chosen the ordinary way. And this is because, they observe, on the waste front in Rome there is "an objective emergency situation that requires the involvement of all the bodies responsible for looking after the interests of the sector".  



"We will never allow the opening of a landfill in Rome", the mayor replied that in the municipal area there are no suitable sites for the construction of a landfill "as certified by the maps of the metropolitan city".
