  The development and construction of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter referred to as the Qianhai Cooperation Zone) is an important measure to support Hong Kong’s economic and social development, enhance the level of cooperation between Guangdong, Hong Kong and Macao, and build a new pattern of opening up. It is of great significance to support Shenzhen in building a pilot demonstration zone for socialism with Chinese characteristics and to strengthen the centripetal force of Hong Kong compatriots to the motherland.

In order to promote the comprehensive deepening of reform and opening up in the Qianhai Cooperation Zone, and to better play a leading role in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, this plan is formulated.

 1. General requirements
