Local sources told Al-Jazeera that the Russian military police and a security committee in the Syrian regime entered today, Monday, the neighborhoods of Daraa Al-Balad to begin implementing the previously concluded agreement between the tribes of the region and the Syrian regime, and this development comes after a major military campaign launched weeks ago and resulted in victims and widespread destruction.

The sources added that the agreement requires the families to hand over more weapons to the Syrian regime, and to carry out what they describe as settling the conditions of young people wanted by the regime.

She added that the Russian side had promised to withdraw the regime forces from the vicinity of Daraa al-Balad, and to lift the siege when it began deploying 9 security points for the regime in the besieged neighborhoods of Daraa.

Earlier, local sources told Al Jazeera that the Negotiations Committee on behalf of the people of Daraa on the one hand and the Syrian regime on the other hand returned to the previous agreement concluded between them after the intervention of the Russian side, represented by the Russian Deputy Defense Minister.

The sources added that the Russian side promised to withdraw the regime forces and lift the siege on Daraa, in conjunction with the deployment of the nine security points, each of which will include about 15 members of the regime's forces.

The sources indicated that the agreement also includes the delivery of more weapons to the regime, with a guarantee from the Russian Deputy Defense Minister, who promised to implement all the terms of the agreement signed a few days ago.

The spokesman for the Negotiations Committee for Daraa al-Balad, Adnan al-Masalma, said in an interview with Al-Jazeera that the Deputy Defense Minister had attended specially from Moscow to complete the agreement.

Before returning to the implementation of the agreement, the city’s clans requested the Russian side to secure a mass displacement of the people of Daraa al-Balad to Turkey or Jordan after the regime overthrew the terms of the agreement signed with it.

Yesterday, Al-Jazeera correspondent quoted local sources as saying that 3 civilians were killed as the Syrian regime forces bombed the besieged neighborhoods in Daraa with heavy missiles.


Omari Mosque

Al-Jazeera obtained special photos showing the destruction and devastation of the Al-Omari Mosque in Daraa Al-Balad.

The Syrian opposition accused the regime of bombing the mosque, from which the Syrian revolution began in 2011, with a ground-to-ground missile and a number of mortar shells, during its renewed bombardment of the besieged neighborhoods of Daraa.

The targeting of the Omari Mosque is not the first of its kind, as the regime targeted it several times, one of which led to the collapse of its minaret in 2013, but the city’s residents insisted after each time that prayers continue in it.


condemnation and warning

In response to the developments in southern Syria, the State of Qatar condemned the attack by the Syrian regime forces on Daraa, considering it an "extension of the series of heinous crimes that the regime has been committing against the Syrian people" during the past years.

A statement published by the Qatari Ministry of Foreign Affairs reiterated Qatar's firm position to support international efforts aimed at reaching a political solution to end the Syrian crisis in accordance with the One Geneva Communiqué of 2012, and the relevant UN Security Council resolutions to achieve the aspirations of the Syrian people and preserve Syria's unity and independence.

For its part, the opposition Syrian National Coalition warned of what it called Iran’s completion of its project in Daraa and southern Syria, saying that it is being implemented by the Syrian regime with the Russian partnership.

The coalition added - in a statement - that the project will change the population structure of the area with the continuation of the siege and bombardment, leading to forced displacement.


Russian bombing

In another field development, Russian warplanes launched several raids today, Monday, targeting towns and villages in Jabal Al-Zawiya in the southern countryside of Idlib (northwestern Syria).

Al-Jazeera correspondent in Syria stated that the Russian raids did not result in human losses, but caused significant material damage to civilian properties and homes.

Pictures broadcast by activists showed that the Russian raids coincided with the passing of a Turkish army convoy in the area, and the Syrian regime forces bombed with artillery the towns of Al-Fatirah, Al-Bara and Ain Larouz in the southern countryside of Idlib.

Idlib governorate is witnessing a military escalation despite the ceasefire agreed between Russia and Turkey in northwest Syria.
