Among them, Daye Nonferrous Company, a subsidiary of China Nonferrous Metals Group, has serious environmental pollution and prominent risks.

The specific notification is as follows:

  In August 2021, the Central Sixth Ecological and Environmental Protection Supervision Group inspected Daye Nonferrous Metals Group Holdings Co., Ltd. (hereinafter referred to as Daye Nonferrous), a subsidiary of China Nonferrous Mining Group Co., Ltd. (hereinafter referred to as China Nonferrous Metals Corporation), and found that Daye The main responsibility of non-ferrous companies is not fully implemented, environmental pollution is serious, and hidden risks are prominent.

1. Basic situation

  Daye Nonferrous Metals Co., Ltd. is located in Huangshi City, Hubei Province. It is a secondary enterprise of China Nonferrous Metals Corporation. It is mainly engaged in copper mining, smelting and processing. Production capacity, under the jurisdiction of 8 directly affiliated units including smelter, Fengshan Copper Mine, Tongshankou Copper Mine and Chimashan Copper Mine, as well as subsidiaries such as Shengxiang Copper, of which Chimashan Copper Mine has ceased production in 2015.

Two, the main problem

  (1) Serious environmental pollution

  The on-site inspection found that the waste gas treatment facilities of the waste and miscellaneous copper workshop of Daye Nonferrous Metals Company's smelter were in vain, the shaft furnace flue gas was directly discharged without collection and treatment, the anode furnace flue gas escaped obviously, and the factory area was full of smoke.

The smelting furnace flue gas collection and treatment system in the anode copper smelting workshop is not operating normally, and a large amount of flue gas leaks.

Although the converter workshop has built flue gas collection and treatment facilities, the old plant cannot be sealed, and the converter is open for production, so the collection effect is very poor, and the unorganized emission of flue gas during the production process is very prominent.

The equipment in the sewage acid treatment workshop was seriously corroded, and a large amount of heavy metal-containing sludge and wastewater leaked into the rainwater pipe network.

Sampling and monitoring of the rainwater discharged outside the sewage acid workshop found that the concentrations of arsenic, lead and cadmium were 17.3 mg/l, 9.92 mg/l, and 0.912 mg/l, respectively, exceeding the emission limit of the "Emission Standards for Industrial Pollutants for Copper, Nickel and Cobalt" The value is 33.6 times, 18.84 times, 8.12 times.

Online monitoring data shows that since 2019, the average hourly concentration of sulfur dioxide in the tail gas of smelters has exceeded the emission limit of the "Copper, Nickel, and Cobalt Industrial Pollutant Emission Standards" by 2,161 times.

Since 2018, Daye Nonferrous Metals has been punished by local authorities in 12 cases due to environmental violations, with a penalty amount of 8.776 million yuan.

  (2) Outstanding hidden dangers

  The tailings reservoir of Fengshan Copper Mine of Daye Nonferrous Metals Company is more than 800 meters away from the main stream of the Yangtze River.

In 2012, the environmental assessment of the tailings pond expansion required the construction of a flood interception ditch of 2,550 meters. In 2019, the Hubei Provincial Department of Ecology and Environment released the "Hubei Provincial Tailings Pollution Prevention and Control Work Plan (2019-2020)" also clearly required it to improve the interception and drainage system. , Reducing the amount of rainwater into the reservoir, but the company has not built a flood interception ditch, resulting in a large amount of rainwater mixed tailings wastewater directly discharged into the river. In 2020, the drainage volume will reach 2.79 million cubic meters. , Nickel and Cobalt Industrial Pollutant Discharge Standards, which are 3.48 times the standard discharge per unit product limit.

The tailings pond of Fengshan Copper Mine of Daye Nonferrous Metals has outstanding environmental hazards. It is more than 800 meters away from the main stream of the Yangtze River, and no flood interception ditch has been built.

  The “Notice on Printing and Distributing the Work Plan for Preventing and Resolving the Safety Risks of Tailings Ponds” requires that the tailings silos that have been out of service for more than 3 years must be closed within one year. However, the Chimashan Copper Mine of Daye Nonferrous Metals Co., Ltd. has been in operation since 2015. Since the annual suspension of production, the tailings pond has been in a state of inactivity, and the closed storage management has not been completed as required.

When the inspectors moved in, neither closure nor ecological restoration had started.

After the inspection by China Nonferrous Metals Group in 2019 found and pointed out this problem, Daye Nonferrous Company did not actively rectify, and the management of the mining area remained chaotic. It even allowed other companies to use the original beneficiation plant of the Chimashan Copper Mine to illegally carry out beneficiation production, and the beneficiation tailings were stacked randomly. In the upstream of the tailing reservoir intercepting ditch, part of the tailings and beneficiation wastewater enters the intercepting ditch and is discharged into the downstream industrial and agricultural reservoirs.

The lead content in the tailings reached 4246 mg/kg and the arsenic content reached 140 mg/kg, posing a serious threat to downstream reservoirs and villages.

A large number of tailings sands are stacked at random upstream of the flood interception ditch of the Chimashan copper mine tailings reservoir of Daye Nonferrous Metals. The lead content in the tailings reaches 4246 mg/kg and the arsenic content reaches 140 mg/kg.

  (3) Perfunctory response to rectification

  Since 2017, the local government and relevant departments have conducted 7 interviews or sent letters to urge Daye Nonferrous Metals to rectify the outstanding ecological and environmental problems, but the company has dealt with it in a perfunctory manner.

During the first round of central ecological and environmental protection inspections in 2016, the masses reported serious pollution in the smelter of Daye Nonferrous Metals.

The local authorities investigated the facts and ordered Daye Nonferrous Metals to formulate a rectification plan and make rectification within a time limit.

According to the rectification plan formulated by Daye Nonferrous Metals, the upgrading and upgrading of sewage treatment facilities in the smelter should be completed by the end of 2018.

However, the actual work avoids the most important and neglects the most important things, and negatively rectifies and reforms.

The inspector found that the smelter adopted emergency measures of adding iron powder and hydrogen peroxide to the sedimentation tank to carry out "rectification", but it did not solve the fundamental problems of irregular facility construction, old and damaged rain and sewage pipe network, and even no seepage prevention. The measured ditch is used as an aeration tank.

Online monitoring data showed that the discharge of wastewater still exceeded the standard for some periods of time, and the total cadmium concentration was as high as 0.089 mg/L, which exceeded the discharge limit of "Urban Wastewater Treatment Plant Pollutant Discharge Standard" by 7.9 times.

Three, cause analysis

  Daye Nonferrous Metals has a negative attitude towards the long-standing environmental pollution and hidden risks, and perfunctory response to the demands of the masses and regulatory requirements. The main responsibility of ecological environmental protection is not fully implemented, and the problem of inaction is prominent.

China Nonferrous Metals Group has inadequate supervision of many ecological and environmental problems in Daye Nonferrous Metals, ineffective supervision and rectification, inefficient assessment, and inadequate performance of group management responsibilities.
