• Faffe Case Scandal: the manual of (almost) all the corruptions of the Andalusian PSOE

  • Investigation The Board's 'black cards' paid for thirteen parties in five brothels for an amount of 32,000 euros

The Andalusian Parliament reactivates this week the investigation commission that must clarify the accumulation of irregularities uncovered within the Employment Foundation of the Junta de Andalucía, the Faffe, whose general director spent public money in

several brothels

during the previous stage governments of the PSOE. He did so with

black

cards

from this public body created, in theory, to train the Andalusian unemployed, but which became almost a job

placement agency

for former PSOE leaders, relatives and friends.

The commission of inquiry is resumed this Friday with the statement of two former Faffe workers. One of them is

Carmen Ibanco

, the wife of Juan Espadas, mayor of Seville and secretary general of the PSOE-A, after defeating Susana Díaz in the socialist primaries held last June.

The summons of the woman from Espadas occurs at the

beginning of the political course

, in the midst of the constant buzz about a possible electoral advance in Andalusia, which the Andalusian Government of the PP and Ciudadanos denies. Carmen Ibanco will have to declare just a week after the President of the Government and leader of the PSOE, Pedro Sánchez, shared the stage and meeting with Juan Espadas in Jaén. In the act, Pedro Sánchez pressed the button for the Andalusian electoral campaign with direct criticism of the Government of Juanma Moreno. And the minister María Jesús Montero was full of praise for Espadas.

The wife of the leader of the Andalusian PSOE has been called by the Faffe investigation commission at 11.30 am.

The name of Carmen Ibanco has appeared repeatedly in the reports sent by the Civil Guard to the Court of Instruction 6 of Seville, which is also investigating the

Faffe case

, within the list of militants, relatives and related to the PSOE supposedly

plugged into the foundation

.

Carmen Ibanco was

relocated

to the Andalusian Employment Service (SAE), like the rest of the Faffe staff, when the foundation was liquidated.

As EL MUNDO revealed in November 2019, the wife of the mayor of Seville joined the Faffe in February 2007, after sending her resume in response to an advertisement published in the newspaper

El País

for which, apparently, she had learned of the job offer.

Ibanco sent his resume to the Director of Human Resources on January 24, 2007 and on February 1, the head of Faffe,

Fernando Villén

, signed his contract as a project technician with a salary of almost

1,800 euros

gross per month.

To hire her, the final report of that selection process points out, it was taken into account that she had "extensive" knowledge, experience in

employment programs

, "as well as high availability and motivation to perform the duties of the position."

The other former Faffe worker summoned this Friday at 8.30 am by the Faffe commission is

María José Rofa

.

She is one of the key witnesses of the Prosecutor's Office and the accusations in the ERE trial, in which a score of former high-ranking officials of the Board were convicted, including former Andalusian presidents

Chaves and Griñán

.

Rofa was technical advisor to the General Directorate of Labor between July 2008 and March 2011.

The Andalusian Parliament gave the green light to the commission on the Faffe on February 25, 2019, within the first hundred days of the Government of the PP and Cs that ended almost four decades of the PSOE.

This investigation was a priority of the new Executive.

Many of the aforementioned have refused to testify or have directly given the fright, such as Manuel Chaves.

Financing

On the other hand, Juan Espadas has held a meeting in Jaén with Ximo Puig, president of the Valencian Community and leader of the PSOE of this community, to "reinforce the agreement and the common position of the PSOE in both communities around the new financing model territorial ", as reported this Sunday by the PSOE-A.

The objective of the meeting has been to advance "jointly" and with "proposals shared with the Government of Spain" so that an agreement is reached regarding the modification of the system that has been applied since 2009, so that it adapts to the current situation and allow a fairer and equal distribution of resources between the territories.

Precisely this September, Ximo Puig is scheduled to hold a meeting with the president of the Junta de Andalucía, Juanma Moreno (PP), on the financing system.

Andalusia and Valencia are among the communities most affected by the current model.
