Sources confirmed that the people of Daraa reached an agreement with the Syrian regime, where Russia promised to withdraw the regime forces, lift the siege on Daraa, and hand more weapons to the regime, while the regime and Russia renewed the bombing of northern Syria.

Local sources told Al Jazeera that the Negotiations Committee on behalf of the people of Daraa and the Syrian regime returned to the previous agreement concluded between them after the intervention of the Russian side.

The sources added that the Russian side promised to withdraw the regime forces and lift the siege on Daraa, in conjunction with the deployment of 9 security points, each comprising about 15 members of the regime forces.

The sources pointed out that the agreement also includes the delivery of more weapons to the regime, with a guarantee from the Russian Deputy Defense Minister, who promised to implement all the terms of the agreement signed a few days ago.

Al-Jazeera correspondent previously quoted local sources as saying that 3 civilians were killed as a result of the Syrian regime's bombing of the besieged neighborhoods in Daraa, after it renewed the bombing of the city on Sunday morning following the collapse of the negotiations sponsored by Russia between the regime and the people.

The city's clans asked the Russian side to secure a mass displacement of the people of Daraa al-Balad to Turkey or Jordan after the regime overthrew the terms of the agreement signed with it.

The opposition Syrian National Coalition warned of what it called Iran's completion of its project in Daraa and southern Syria, saying that it is being implemented by the Syrian regime with the Russian partnership.

The coalition added in a statement that the project will change the population structure of the area with the continuation of the siege and bombing, leading to forced displacement. It also warned that the damages of this project will not be limited to Hauran or Syria, but will extend to all countries in the region, especially Jordan and the Arab Gulf states.

The coalition called on the Arab countries and Turkey to intervene urgently to save the people of Daraa, lift the siege on them and protect them from what it described as the brutality of the militias.

This comes after local sources said that the regime forces targeted with a land-based missile the Al-Omari Mosque in the city of Daraa, from which the Syrian revolution began in 2011, which led to the destruction of new parts of it.

The targeting of the Al-Omari Mosque is not the first of its kind, as the regime targeted it several times, one of which led to the collapse of its minaret in 2013, but the city’s residents insisted after each time that prayers continue in it.

Al-Omari Mosque derives its name from Caliph Omar Ibn Al-Khattab, who ordered its construction during his visit to the city. It also has great symbolic importance, as the first demonstrations against the Syrian regime began in early March 2011, before it spread to most of the governorates.

Qatar position

The State of Qatar condemned in the strongest terms the attack of the Syrian regime forces on Daraa, and considered it an extension of the series of heinous crimes that the regime has been committing against the Syrian people during the past years.

In a statement, the Qatari Ministry of Foreign Affairs stressed that the horrific crimes committed by the Syrian regime in Daraa led to the displacement of dozens of families, which violates international humanitarian law and requires the international community to act urgently, to ensure the protection of civilians and civilian infrastructure.

The Ministry reiterated Qatar's firm position to support international efforts aimed at reaching a political solution to end the Syrian crisis in accordance with the 2012 Geneva Communiqué (1) and relevant Security Council resolutions, thus achieving the aspirations of the Syrian people and preserving Syria's unity and independence.

Northern Syria

Meanwhile, the Civil Defense Organization said that an unidentified man and woman were killed and 3 civilians were injured when a car bomb exploded in the city of Afrin (north of Aleppo).

Afrin is subject to frequent attacks by the People's Protection Units (YPG) militia of the Kurdistan Workers' Party, especially after its expulsion from the city by Turkish forces in cooperation with the armed Syrian opposition.
