Rocío Blanco interview: "Government aid for Covid will bury communities in papers"
The Andalusian Government, chaired by Juanma Moreno, has come out this Saturday in the face of criticism from the President of the Central Executive and Secretary General of the PSOE, Pedro Sánchez, against the Junta for executing only 50 million euros of the 1,000 million granted to Andalusia for "save companies".

for companies and self-employed workers that the central government has agreed for these funds, which must now process the Andalusian executive.

Rocío Blanco
, already predicted in an interview with EL MUNDO on April 4 that the extraordinary aid from the Government destined for companies and freelancers to fight against the Covid pandemic would "
bury the communities in papers
" and they were not going to reach the self-employed and entrepreneurs.
"As stated in the royal decree [of the central government],
the management is very complicated
. If this is not changed, now we are going to end the communities sunk in papers and forms that are difficult to process. the aid had to look at 17 requirements, crazy! ", said White Councilor.
In fact, the president of the Board, Juanma Moreno, sent a letter to the Vice President of the Government

on April 30
, in which he warned her that the royal decree that regulates this aid has "
serious deficiencies
that severely complicate the management that we must carry out ".
In the letter, Moreno expressed his "concern about a situation that may
hinder the arrival of aid
to the people and companies that need it so badly and, in addition, could collapse the management of the autonomous administration for a very long period of time."
On July 26, another letter was sent.
Five months after the first letter, Moreno's fears have come true because all the aid is not reaching the possible beneficiaries.
In addition, neither Calviño nor another minister have responded to any of the letters sent by the Board, "nor has they reacted to the different warnings about the complexity of the execution," sources from the Andalusian Government have indicated.
These sources affirm that the "main debtor" of Andalusia is the Government of Pedro Sánchez, which owes the community
10,835 million euros
, between regional financing and the distribution of Covid funds for 2020 and 2021, as the criterion of population.

For the Andalusian Government, the criticisms of President Sánchez and the conduct of Vice President Calviño is "of absolute contempt for the communities, by not responding to the concerns and proposals for solutions raised by the Junta de Andalucía."
The central government "treats the communities as
simple agents
of the decisions they make unilaterally" in matters that fall within the competence of the autonomies, according to the Board.
Andalusia has received
1,109 million
euros in the distribution established by the Government for aid to companies and the self-employed.
But the decree of the central Executive established "extremely restrictive conditions, even unfair with those entities that have made an effort to pay debts to suppliers, as they will not be entitled to subsidies."
The Andalusian Executive is processing
11,259 applications
, for a planned amount of
275 million
euros, "if they all meet the requirements" demanded by the Government, "far above the rest of the communities, despite the amount of obstacles imposed by the regulation of the Central government ", explained the Board.
The term of these grants has been extended until next
September 15
.
The Board offers companies, SMEs, freelancers, cooperatives and foundations the information they need, "making calculations with them and suggesting any idea to be eligible for them."
