“Certain conditions are important for us: we want an inclusive government to be created, to ensure basic human rights, so that Afghanistan does not become a refuge for terrorists again,” Maas quoted TASS as saying.
He noted that if these conditions are met, Germany will be ready not only to provide humanitarian aid, but also to support the development of Afghanistan.
Earlier, Taliban spokesman Shahabuddeen Delawar called on foreign states to reopen their embassies in Afghanistan.
