  Ten times of supervision is not as good as one time accountability.

For a long time, the main reason why education supervision has not been able to give full play to its role is that accountability cannot keep up.

In order for the supervisors to "grow the teeth", it is necessary to formulate special accountability methods.

  The "Educational Supervision and Accountability Measures" implemented today have three major innovations: First, this is the first education supervision accountability document in the history of New China, and the authority and effectiveness of supervision are truly established in the system.

Second, regulations on rectification of interviews, resource adjustments, organization and handling, etc. are conducive to the realization of the linkage of education supervision, education law enforcement, and discipline inspection and supervision.

Third, clarify the objects, content, methods and procedures of supervision and accountability, and realize the standardization of supervision and accountability.

  The "Methods" focuses on the systematic design of education supervision and accountability from four aspects.

  The first aspect: "who is responsible", clarifies the accountability object.

It mainly includes three types of objects: First, local governments and related functional departments.

The second is various schools and other educational institutions.

The third is related staff.

The "Measures" clarified that the above three types of objects, if there is a problem of non-performance, incomplete performance or incorrect performance of educational duties, they shall be held accountable in accordance with regulations.

  The second aspect: "who will be held accountable", clarifies the accountability subject.

The "Measures" clarify that the education supervision committees of the people's governments at all levels are responsible for the accountability of the education supervision in the region, and hold the units and individuals responsible for violations in accordance with the law.

It is clarified that the education supervision committees at all levels are responsible for the accountability of the people's governments and relevant departments at the lower levels, schools of all levels and types, and other educational institutions, and manage them at each level to avoid accountability beyond their authority.

At the same time, it integrates education supervision forces, establishes a linkage mechanism between education supervision and education administrative approval, punishment, and law enforcement, and relevant departments implement accountability responsibilities in accordance with the law.

  The third aspect: "Accountability", which clarifies the content of accountability.

It mainly includes the following six types of situations: First, the implementation of the party's education policy and the party Central Committee and the State Council's education decision-making and deployment are not firm and thorough.

The second is that the fulfillment of education responsibilities is not in place.

The third is that the completion of the education task has been seriously lagging behind.

Fourth, the school-running behavior is not standardized.

Fifth, the quality of education and teaching has declined.

Sixth, there are many safety problems or they refuse to accept education supervision.

The "Measures" clarify that the competent department of the supervised unit shall guide and urge the supervised unit to implement the rectification opinions, and the ineffective rectification shall be jointly and severally liable.

  The fourth aspect: "How to be accountable", which clarifies the accountability method.

There are two situations: In the first situation, for the supervised unit, the accountability methods such as public criticism, interviews, supervision notifications, resource adjustments, and administrative penalties are mainly adopted.

In the second case, the responsible persons mainly adopt accountability methods such as ordering inspections, interviews, notifications of criticism, organization and handling, sanctions, and transfer to supervisory or judicial organs.

For persons responsible for private schools and education and training institutions, accountability methods such as confiscation of illegal income, prohibition of employment, and inclusion of integrity records can also be adopted.

  At the same time, the accountability situation is emphasized.

In any of the following circumstances, it shall be dealt with severely:

  (1) Concealing the truth, obstructing, interfering with or failing to cooperate with the education supervision work.

  (2) Threatening, intimidating, and retaliating against informants, accusers, informants, and staff of educational and educational supervision institutions.

  (3) After being held accountable, he still fails to correct errors or fails to implement rectification tasks.

  (4) Be held accountable by education supervisors twice or more within one year.

  (5) Other situations that should be dealt with severely in accordance with regulations, disciplines, and laws.

Exceeding standard, advanced training, overdue fees, etc. will be held accountable

  The State Council Education Supervision Committee recently issued the "Measures for Education Supervision and Accountability."

Clarify the supervised schools at all levels and types, other educational institutions and their related responsible persons, and should be held accountable if the following situations exist.

  Violation of relevant education laws, regulations and policy requirements, irregular school-running behaviors or serious violations in enrollment, personnel training, scientific research, curriculum establishment, and use of teaching materials; failure to strengthen the management of various schools and other educational institutions as required, There are violations of laws and regulations such as over-standard, pre-training, false propaganda, overdue fees, infringements on the legitimate rights and interests of teachers and students, serious failure of teachers' morality, student bullying, and other situations that endanger the physical and mental health of students, or major negative public opinions.

  According to reports, by innovating the hiring and management model of the school inspector team, and through the method of classified selection and employment, my country has established a multi-level national school inspector team system.

Including 20 chief inspectors, 82 national supervisors, 200 national supervisors, and 300 national special education supervisors.

At present, there are 147,000 school inspectors at all levels across the country.

In order to give full play to the role of the national school inspector, the job responsibilities have been specially formulated, and the actual performance evaluation and exit mechanism has been established. The new national school inspector is required to actively perform his duties, ensure the investment of time and energy, and do not use false names.
