Consequences of the legislation are that the decision level does not change, according to the government's special investigator Sofia Wallström.

- Decisions are still made in municipalities and regions.

But regions and municipalities are obliged to take into account the national interests that the state has pointed out, says Wallström.

- If the state notices that it does not take it into account, it can annul the decision or order municipalities and regions to take appropriate measures.

Proposes state real estate company

Another proposal is to create a state-owned real estate company that takes over the ownership of the hospitals from the regions.

- The proposal would mean that financial risks do not burden regions, and regions and municipalities can fully focus on care operations and the state takes responsibility for the existence of appropriate premises, says Sofia Wallström.
